【摘要】 现阶段,我国正处于社会转型的关键时期,各类社会矛盾日益凸显。高校作为社会大系统的重要组成部分,与社会系统的危机具有伴生性。近年来,高校各类突发事件频繁发生,如群体性事件、招生腐败、心理问题等。这种情况下,单纯依靠高校的力量难以有效应对频发的突发事件,迫切需要政府部门、学生、媒体等多元主体共同参与到突发事件的应急处理中来。因此,如何预防与处置高校突发事件成为社会关注的热点问题。党的十八届三中全会明确提出要改进社会治理方式,激发社会组织活力,创新有效预防和化解社会矛盾体制,健全公共安全体系。高校作为社会系统的子系统,要适应社会发展的需要,转变管理方式,推进高校治理体系和治理能力现代化建设。高校突发事件治理体系和治理能力的建设是高校治理体系和治理能力现代化建设的重要组成部分,是建设平安校园和办人民满意教育的内在要求,也是推进社会主义和谐社会建设的必然要求。基于协同治理理论视角,本文在分析了高校突发事件协同治理的内涵及政府、高校、社会、媒体、学生等多元主体在高校突发事件协同治理中的角色定位的基础上,阐明了高校突发事件协同治理中存着组织体系不健全、多元主体之间尚未形成合力、缺乏相关法律制度、多元主体间信息沟通机制建设滞后、预警机制与评价机制不健全和心理干预机制缺失等问题,立足现实实践语境,提出建立多元主体立体交叉式协同治理组织体系、完善相应的法律制度、搭建协同治理综合信息沟通平台、健全协同治理预警机制与评价机制、加强高校应急心理立体支持系统建设等对策与建议,以推进高校突发事件协同治理能力和水平的提升。更多还原

【Abstract】 At this stage, our country is in a critical period of social transition, and various social contradictions have become increasingly prominent. As colleges and universities are an important part of the social system, their problems are usually accompanied by the crises of the latter. In recent years, all types of emergencies, such as group events, admission corruption, psychological problems, etc, have occurred frequently in colleges and universities.In this case, it is difficult to rely solely on the power of universities to respond effectively to the frequent emergencies. Instead, there is an urgent need for government sectors, students,media and other multiple subjects to jointly participate in the emergency treatment of sudden events. Therefore, how to prevent and disposal of emergencies in colleges and universities has become a hot issue of social concern.The Third Plenary Session of the 18 th Communist Party of China Central Committee clearly suggested improving social governance manner, stimulating social organization vitality, innovating in the system to prevent and resolve social conflicts effectively, and improving public security system. As a subsystem of the social system, colleges and universities should meet the needs of social development, change management manner and promote the modernization of university governance system and capability. The construction of university emergency governance system and capability is an important part of the modernization of university governance system and capability. It is an inherent requirement for constructing safe campuses and running education to people’s satisfaction, and an inevitable requirement to promote the construction of a harmonious socialist society as well.From the theoretical perspective of collaborative governance, this paper analyzes the connotation of university emergencies collaborative governance and the rolls of government,universities, society, media, students and other multiple subjects in university emergencies collaborative governance. Then, it clarifies some problems existing in university emergencies collaborative governance; for example, the organizational system is not sound, the multiple subjects haven’t formed a cohesive force yet, there is a lack of relevant legal systems, the construction of information communication mechanism between multiple subjects lags behind,the early warning mechanism and evaluation mechanism are not perfect, there is a lack of psychological intervention mechanism and so on. Finally, based on the realistic practice context, the paper puts forward some countermeasures and suggestions, such as establishing an organizational system of interchange type among multiple subjects in collaborative governance, improving the relevant legal systems, setting up platforms for comprehensive information communication in collaborative governance, perfecting the early warning mechanism and evaluation mechanism in collaborative governance, strengthening the construction of university emergency psychological stereoscopic support system, so as to promote the improvement of universities’ capability and level of emergency collaborative governance.更多还原
