少数民族地区政府政策执行力研究

【摘要】 甘肃省作为国家贫困省,为了深入贯彻胡锦涛总书记等中央领导同志对甘肃工作的重要指示精神,进一步加强新形势下群众工作,密切党同人民群众的血肉联系,加快脱贫致富步伐,推进甘肃省全面建设小康社会进程,甘肃省委决定从2012年2月份开始,在全省开展以单位联系贫困村、干部联系特困户为主要内容的“联村联户,为民富民”行动。密切联系群众是党的优良传统,全心全意为人民服务是党的根本宗旨,近年来,各级党委和政府坚持以人为本,执政为民,努力为群众办实事、办好事,解决了一大批热点难点问题,受到群众的拥护。目前,甘肃省正处在黄金发展期、机遇叠加期和奋力爬坡期,人民群众要求加快发展、与全国同步进入全面小康社会的愿望越来越强烈,要求广大干部切实转变工作作风,帮助群众解决发展难题,带领群众脱贫致富的呼声越来越高。所以,顺应群众意愿,切实加强和改进群众工作,动员和组织广大干部深入基层、深入农村,努力解决群众最关心、最直接、最现实的生活问题,全面提高农村经济社会发展水平,切实加快全面建设小康社会进程,是甘肃省委,省政府当前的主要工作。在这样一个时期开展“联村联户,为民富民”行动,是坚持科学发展,履行执政为民,实现富民兴陇的一项重大决策,是强化“三农”工作、推进扶贫开发、实现甘肃省与全国同步进入小康社会目标的一项重大举措,是密切党群干群关系、改进机关干部作风、锻炼培养干部的一次重大探索,是夯实基层基础、加强和创新社会管理、推动农村和谐稳定发展的一项重大实践。双联活动从2012年2月开展以来,经过了三年的发展,取得了哪些阶段性的成效?还存在哪些问题?从政府政策执行的角度出发,这项政策到底执行的怎么样?通过双联活动,能看到哪些少数民族地区政府政策执行中存在的问题?如何完善政府政策执行中出现的问题,使少数民族地区政府政策执行更加的有效?这些问题都是甘肃省干部群众关心的重大问题,值得认真研究。本文主要从双联活动的内涵、双联活动的实施、双联活动在甘肃省永靖县取得的实效、双联活动开展中遇到的难题等方面探讨了在少数民族贫困地区政府政策的执行中主客观方面的困难与问题,以及对应的完善和治理策略。更多还原
