【摘要】 政府投资项目是为了推动国民经济和区域经济的发展,由政府通过公共财政投资兴建的固定资产收益项目。在社会发展过程中,政府投资项目在改善民生、推动产业结构调整方面发挥着重要作用。施工总承包,是指建筑工程业主将全部施工任务委托给具有相应资质条件的一个或多个施工总承包企业。我国《建筑法》对总承包工程相关规定如下:大型建筑工程或者结构复杂的建筑工程,可以由两个以上的承包单位共同承包。基于政府投资项目和施工总承包的基本理论,本文重点分析了沟通管理和采购管理在项目施工过程中的具体流程问题,并通过对流程的分析,提出改善企业沟通管理和采购管理的方法。虽然企业在项目沟通和采购管理中投入很大努力,但随着竞争的加剧,在沟通和采购中还是存在一些问题需要解决:如企业内部信息传递缺乏效率,组织结构与沟通环境不协调,管理者沟通技能不强;采购物资的质量低、成本高,供应商选择机制不科学,采购流程不规范等,本文希望通过分析为这些问题的解决提供一些指导。论文分为六章:第一章:概述论文的选题背景与意义、主要内容以及研究的目的;第二章:介绍政府投资项目管理理论、施工总承包理论、沟通管理理论和采购管理理论;第三章:简要介绍施工总承包公司的基本情况;第四章:介绍公司的具体项目,详细分析公司在沟通管理和采购管理方面的工作流程;第五章:结合供应链沟通管理和采购管理,提出完善政府投资项目总承包管理的对策;第六章:结束语更多还原

【Abstract】 Project Invested by Government is the fixed assets project which is aimed to promote the development of national economy and regional economy and constructed by the government public finance. In the process of social development, the project invested by government plays an important role in improving the people’s livelihood and promoting the adjustment of industrial structure.Construction general contractor, it is engaged in one or more of the total Construction Contracting Business with appropriate qualifications by the owners. According to the 《Construction law》, large-scale construction projects or the projects of complexly can be jointly made by two or more contracting units.The starting of this paper is the basic theory of government investment projects and construction general contracting, focusing on the analysis of process issues of communication management and procurement management in the process of construction.However, although the enterprise put a lot of efforts on communication and procurement management, but as competition intensifies, there is still some problems to be solved,such as the lack of efficiency of information transmission in the enterprise, organization structure and communication environment is not harmonious, managers’ communicate skills is weakly; the poor quality、high cost goods of procurement, the selection mechanism of supplier is unscientific, the process of procurement is not standardized. etc. This article hopes to provide some guidance for the resolution of these issues through specific analysis.This paper is divided into six chapters:Chapter one: Summarize the research background and significance of this paper, the main content and the purposes of research;Chapter two: Introduce the theory of government investment project management, the theory of total construction contract, the theory of communication management and procurement management;Chapter three: Introduce the construction general contracting company’s basic situation;Chapter four: Introduce the concrete project of company and analysis of the work flow in company’s communication management and procurement management;Chapter five: According to communication management and procurement management, we put forward some measures to improve the government investment project general contracting management;Chapter six: The conclusion.更多还原
