四川省安监局安全生产数据整合子系统的设计与实现

【摘要】 随着我国的经济的发展,国内的工业水平也产生了质的飞跃,各行业生产企业如雨后春笋般的在神州大地绽放。虽然国内生产企业数量增长速率惊人,但随之而来的是各行业的生产事故也触目惊心。近年来我国不断在煤矿、易燃易爆品、天然气等领域发生安全事故,对我国的人民的生产财务安全以及国家的经济造成了具大的损失。安全生产信息系统能够明确企业相关领域或岗位的安全责任,加强企业安全生产管理水平。该系统通过对企业安全生产数据的汇总分析可以提前预测可能存在的安全风险,提高控制安全事故风险和职业健康的能力,达到安全生产管理的科学性、先进性及合理性,保障企业安全生产活动的持续推进,并确保改善企业生产活动中的安全生产隐患,明确企业安全生产责任主体,并能够对生产企业安全生产的历史数据进行汇总分析,方便企业相关岗位的安全事故责任认定,保障企业员工生命财产安全和安全管理目标的顺利实现。目前,四川省安监局已经针对一些重点行业建立了安全生产监管系统,但这些系统只涉及某一领域,并且对该领域行业的生产数据的管理还停留在初级的数据管理阶段,没有达到综合应用的阶段。各业务系统相互之间的数据不能进行共享,造成不能跨系统进行数据统计、查询等,成了信息孤岛,也导致重复建设。本课题建立了一个适合于四川省安监局的安全生产数据整合子系统。基于软件工程的思想以及安全生产数据整合系统的设计原则,我们对安监局下辖生产企业的生产活动进行了系统分析,完成了安监局的安全生产数据整合子系统的开发,实现了对企业安全生产工作管理的信息化、流程化。该系统为生产型企业的安全生产以及及时准确地发现安全事故隐患提供了支持,提升了排查治理能力。本课题所研究的系统的实现关键技术主要是Java EE;需求分析主要采用面向对象分析技术,结合统一建模技术对系统需求进行建模;系统设计阶段根据前期的系统需求分析,运用面向对象设计技术对系统需求进行设计;采用MVC三层架构对系统进行了搭建,基于Hibernate3和Spring3技术完善系统的核心框架与流程开发。
【Abstract】 As China’s economic development, the level of domestic industry also produced a qualitative leap, the industry production enterprises have mushroomed in the vast land bloom. Although the number of domestic producers amazing growth rate, but the attendant production of various industries is also shocking accident. Security incidents in recent years in our country continue to mine, inflammable and explosive materials, such as occurred in the field of natural gas, both for the production of the country’s economic and financial security, and the people of our country have resulted in big losses.Safety production information systems to strengthen safety management, advanced forecasting possible security risks, improve risk control and occupational health and safety incidents ability to achieve the scientific management of production safety, advanced and reasonable, and effective protection of enterprise security management system operation and continuous improvement of safety standardization system, the establishment of production safety accidents investigation and management of long-term mechanism, and strengthen safety responsibility, strengthen supervision and management of accidents, improve the efficiency and quality of on-site investigation and management of risks, prevention and reduction of production safety accidents, ensure the smooth realization of the safety of employees and security of life and property management objectives.Currently, the Sichuan Provincial Work Safety Supervision Bureau has been established for a number of key sectors of production safety supervision system, but these systems involves only a particular area, and the management of the areas of industry production data still in the initial stages of data management, did not reach a comprehensive phase applications. Data between each other business systems can not be shared across systems can result in statistical data, queries, etc., became islands of information, but also lead to duplication.The objective of this research project is to establish a secure fit, Sichuan innings production data integration subsystem. According to the Sichuan Provincial Work Safety Supervision Bureau under the jurisdiction of the idea of software engineering design principles and production safety data integration systems, the company’s production system analysis, secure production data integrated development of Sichuan Province innings subsystems to achieve the enterprise production safety management, information technology, process, and provide support for production safety and production, and timely and accurate detection of safety accidents to provide support to enhance the investigation and management capabilities. The goal of this project is to achieve a peaceful co- production data system subsystem. Key technology issues studied in this system is mainly Java EE, requestment analysis mainly uses object-oriented analysis techniques, combined with unified modeling techniques for modeling system requirements. Design phase based on preliminary analysis of system requirements, the use of object-oriented design technology for the system requirements for the design. use MVC technology in completed phase, the core framework and process development Hibernate3 and Spring3 technically sound system.
