【摘要】 建设山洪监测预警系统以实现防汛工作数字化监测预警管理,获取实时水雨情信息,利用应用GIS和RS技术,综合有关地质和地理基础信息、山洪灾害信息和降雨量、人类工程活动程度等因素,从不同空间和时间尺度上分析山洪灾害的发生概率和分布范围,从而提前预见山洪,及时做出监测、通信及预警为一体,全方位、多层次、立体式,较为准确的区域山洪灾害预报警报,为领导应急指挥决策提供重要支持,提升防汛指挥调度工作精细度与机动性,高效、快速服务社会,有效减少或避免山洪灾害导致的人员伤亡和财产损失。山洪灾害监测预警系统是一种重要的山洪灾害防治非工程措施。主要围绕监测、预警和响应三个环节,将集信息采集、传输、分析为一体的水雨情监测系统与预警、响应体系有机结合,根据预警信息危机程度及山洪可能危害范围的不同,选取适宜的预警程序和方式,实现预警信息及时、准确地上传下达,实施科学指挥、决策、调度以及抢险救灾,从而使得灾害区能够根据山洪灾害防御预案,及时采取预防措施,最大限度地减少人员伤亡和财产损失,提高了指挥决策的快速反应能力。更多还原

【Abstract】 Construction of mountain torrent monitoring and warning system is to realize the digital monitoring and early warning management for flood control and to getting the real-time information of water and rainfall, to analysis the probability and distribution of mountain torrent disasters based on different scales of time and space distribution by using of GIS and RS technology, integrating the geological and geographical information, mountain torrent disaster, rainfall regime, degree of human engineering activities and other factors, and therefore to foresee mountain torrent, to issue an omni-directional, multilevel and vertical, and more accurate mountain torrent disaster alarm with a combination of monitoring, communications and warning, which provides the important support to the leaders for emergency controlling and decision making, improves the work precision and maneuverability related to torrent controlling and dispatching, provided the high efficiency, rapid social service, effectively reduce or avoid casualties and property losses caused by mountain torrent disaster.Mountain torrent disaster monitoring and early warning system is an important non-engineering method for preventing the mountain torrent disasters, which mainly focusing on 3 links of monitoring, early warning and response, integrating organically the early warning and response system and water rainfall regime monitoring system with a combination of information collection, transmission and analysis, realizing the uploading and issue of early warning information timely and accurately and conducting the scientific controlling, decision making, scheduling and disaster relieving by choosing the appropriate procedures and methods for the early warning to achieve early warning information timely based on the crisis degree of early warning information and possible scope of mountain torrent disasters, to make sure the preventive measures can be conducted timely in the disaster area according to the mountain torrent disaster prevention plan, minimizing the casualties and property losses, improving the rapid response capacity of control and decision-making.更多还原
