【摘要】 我国出入境检验检疫部门是随着我国对外贸易的发展而逐步发展起来的。随着我国对外贸易的逐步发展和新一届政府做出全面深化改革的重大决定以来,出入境检验检疫部门面临着职能转变、简政放权,建立权责一体、权威高效的行政执法体制的改革压力。由于机构成立时间短、自身业务工作涵盖面广,加上近几年我国对外贸易迅猛发展而带来的新诉求,出入境检验检疫部门在队伍建设与当前职能调整和任务要求上存有一定的差距。出入境检验检疫部门的职责定位是为国家外向型经济把关服务,因此它的工作重心应依国家经济走向进行相应调整,工作重心的调整必然会对队伍人员素质提出相应的改变需求。出入境检验检疫部门只有通过队伍专业化建设,深化队伍管理制度改革,加强人才队伍建设,积极构建有效管用、简便易行的人才队伍建设机制,大力培育和塑造与出入境检验检疫工作相匹配的职业技能、价值取向、工作作风,着力解决在队伍中存在的与社会发展需求不相合拍的情况,才能真正落实执法把关、为民服务的工作职能,才能真正满足改革发展的需要。本文首先对我国出入境检验检疫队伍专业化建设研究的目的和意义、国内外研究现状、研究思路和方法进行了说明；其次对出入境检验检疫队伍专业化建设基本概念及理论进行了概括阐述；再次对我国出入境检验检疫队伍专业化建设研究的特殊性和现实意义进行了详细论述；然后重点从机制建设、职业认同、职业能力、岗位设置等四个层面,分析了目前我国出入境检验检疫部门在队伍专业化建设方面存在的制度设置不健全、职业认同感参差不齐、岗化设置不合理、教育培训实效差等问题,从组织管理机制、人力资源管理、责任管控机制、考核评价机制等四个方面进行了原因分析和归纳总结；最后通过借鉴国外发达国家在队伍专业化建设方面的成熟的经验和做法,结合我国出入境检验检疫部门自身工作政策性、敏感性、专业性和技术性强的特点,提出了建立队伍专业化建设的标准体系、明确岗位职责设置和职责界定、完善教育培训内容、加强队伍素质培育等符合当前我国出入境检验检疫部门实际情况的队伍专业化建设路径,为今后我国出入境检验检疫部门队伍专业化建设在理论、制度、管理上提供有益的借鉴和参考。更多还原

【Abstract】 Our entry-exit inspection and quarantine departments with the development of China’s foreign trade and gradually developed. With the gradual developme nt of the reform of China’s foreign trade and the new government to make a major decision since the comprehensive deepening reform, entry-exit inspection and quarantine departments facing functional transformation, decentralization, est ablish responsibilities one, authoritative and efficient law enforcement system pr essure. The new agency was established as a result of the demands of a short time, its business covers a wide range of work, coupled with recent years, th e rapid development of China’s foreign trade brought, entry-exit inspection and quarantine departments in team building and adjust the current functions and t asks there are certain requirements gap.Duties and responsibilities exit inspection and quarantine departments for the national guard service-oriented economy, so it’s focus should be adjusted according to the country’s economy to adjust focus of the team is bound to raise the quality of personnel corresponding changes in demand. Entry-exit inspection and quarantine departments only through Professional Construction, deepen the reform of the management team system, strengthening of qualified personnel, and actively works to build an effective, simple mechanism of qualified personnel, and to cultivate and shape and entry-exit inspection and quarantine matches vocational skills, values, work style, and efforts to resolve the situation in the team and social development needs exist not in tune, can implement enforcement checks, job functions to serve the people, in order to truly meet the needs of reform and development.Firstly, the purpose and significance of Professional Construction quarantine inspection of immigration studies, research status, research ideas and methods are described; secondly for Entry-Exit Inspection and Quarantine of Professional Construction of basic concepts and theories summarized elaborated; Again on China Inspection and Quarantine contingent particularity and significance of the research of specialization are discussed in detail; then focus on four levels from institutional building, professional identity, professional competence, job settings, our analysis of the current entry-exit inspection and quarantine system set up in the ranks of the professional building sector exist not perfect, professional identity uneven job setting unreasonable effectiveness of education and training and poor, from the organization and management mechanisms, human resources management, liability management and control mechanisms, evaluation mechanisms four aspects of cause analysis and summarized; Finally, learn from foreign countries in the ranks of the professional building mature experience and practices, combined with China’s entry-exit inspection and quarantine departments own work policies, sensitivity, professionalism and technical strength characteristics, proposed the establishment of the Specialized Construction standards, clear job responsibilities and duties defined settings, sound education and training content, strengthen the quality of training and other specialized construction team in line with the current path of China’s entry-exit inspection and quarantine authorities of the actual situation, for the future of China’s entry-exit inspection and quarantine departments Professional Construction on the theory, system, management provides a useful reference and reference.更多还原
