【摘要】 按照国网公司的要求,国网公司所属的集体企业将进一步加强从具体业务到财务、人资和物资等各方面的规范管理。目前集体企业的主营业务构成中,工程施工占到近60%的比例,加强业务管理的重点之一也就是加强对工程项目的管理。如何规范分包的管理工作,使分包工作更加高效透明,是集体企业建设工程分包管理系统试图解决的问题。集体企业建设工程分包管理系统依据国家的法律法规和国网公司相关制度,在深入分析国内外建设工程分包管理方式及其应用现状的基础上,提出了基于C/S(客户端/服务器)模式的分包管理信息系统解决方案:对分包工程的施工质量、施工安全进行后评价;对分包商实际承揽能力进行评估,通过工程评分确定分包商等级;根据系统统计结果,推荐参与邀请招标的分包商。工程信息的标准化,分包工作流程的规范化,相关数据的统一共享,为决策科学化提供了可靠保障。本文以基于C/S(客户端/服务器)模式的集体企业建设工程分包管理为主要研究对象,设计编制了集体企业工程分包管理系统,并进行了验证测试。研究主要内容包括:1.确定集体企业工程分包管理系统应包括的功能模块:分包商信息管理、工程信息管理、分包商推荐、分包商评估管理和其他管理。2.确定了适合设计该套管理系统的软件开发平台,设计编写了集体企业工程分包管理系统。3.根据系统需求,对应用系统进行验证测试。对测试发现的问题进行分析并提出了改进方案。基于C/S(客户端/服务器)模式的集体企业工程分包管理系统由于其简洁、方便和适用性,将在目前集体企业规范管理中发挥重要重要作用。更多还原

【Abstract】 Required by State Grid Corporation of China(SGCC), all of its Collectively-owned enterprise must reinforce their standard management in all fields including business, finance, human resource, material resource, etc. Since about 60% of Collectively-owned enterprise business are construction projects, reinforce of standard management shall be focused on management of construction projects. Therefore, it is necessary for collectively-owned enterprise to have a more proficient and transparent contracting management system to obtain better control on project subcontract and achieve better quality of project.Based on comprehensive researches on domestic and international cases, a subcontract management system of Collectively-owned enterprise(it is called SMSCOE) based C/S(customer/server) mode is proposed. This system compliance to national laws and regulations and requirements of SGCC. The proposed SMSCOE includes post-evaluation of quality and safety; rating on quality level; assessment on subcontractor capability; recommendation for subcontractor selection based on system statistical analysis; information sharing and contracting process standardization and insuring decision makers with reliable scientific tools.This research proposed a SMSCOE under conditions of current Collectively-owned enterprise management system and real subcontracting process. The proposed SMSCOE was tested elaborately. The research includes:1. Set up function modules of SMSCOE.2. With the software development platform, SMSCOE was designed.3. Tested and validated the SMSCOE per system requirements.
