【摘要】 随着全球经济化、信息化、网络化的快速发展,电子政务已经成为国家和地区追求的目标、关注的焦点和实践的重要课题。就目前传统的电子政务系统已经不能满足当前网络办公的需求,以至于无法充分发挥当代新型管理模式的优势。本文将针对雅安市工商局的业务需求和工作职能,以实用、规范、先进、可靠、开放、安全、可维护、可移植的原则,结合目前办公的主要需求以及自己的理论知识,就电子政务系统的人机交互性、数据库设计以及流程控制提出一些改进思路,设计实现雅安市工商局的电子政务系统。本文首先是对电子政务目前的发展情况及其相关的技术进行分析、研究,并指出目前和将来电子政务建设的重点。考虑到政府办公用计算机多为Windows操作系统,使用的办公软件多为Office办公套件,本课题采用B/S结构来来对本系统进行研究。这样大大提高了办公自动化系统的安全性。同时也提高了办公自动化系统的兼容性和稳定性。指出此系统可以增加政府部门办事的透明度,提高办事效率。并对Web Services中遇到的安全的问题进行了分析,力图完善Web Services安全。该系统的实现基于Microsoft公司提出的J2EE平台,并使用了JavaScript、SCC等技术使用户有较好的界面体验。系统的部署采用XML配置文件以便于系统的更改,增加系统的灵活性和适用性。最后总结了Web Services在电子政务应用整合中的优缺点,以及今后的发展趋势。雅安市工商局电子政务系统具有先进的、灵活的、健壮的结构和良好的可扩展性。该系统的成功运行极大的提高了各工商所的工作效率和服务水平,还规范了各工商所的工作流程,使各项管理工作得到了集成。随着服务水平的改善工商行政系统的形象也提高了,同时各工商企业对工商所工作的满意度也得到了提高。更多还原

【Abstract】 With the rapid development of global economization, informatization and networking, electronic government affairs to become the target of countries and cities, the focus of one of the important subjects and practices., the e-government system in traditional is already cannot satisfy the needs of the current network office, to give full play to the advantages of the contemporary new management model.This article will focus on business needs and job functions, yaan industrial and commercial bureau with practical, standard, advanced, reliable, open, the principle of safety, can maintain, portable, combining the main demand of the office and their theoretical knowledge, e-government system of human-computer interaction, database design, and puts forward some improvement ideas flow control, design of yaan industrial and commercial bureau e-government system. At first, this paper is the development of electronic government affairs present situation and the related technical analysis, research, and points out that the focus of the current and future e-government construction. Considering the government public computer more for the Windows operating system, the use of Office software for Office suite, this subject adopts B/S structure to this system were studied. This greatly improved the security of the office automation system. At the same time improve the compatibility and stability of office automation system. Pointed out that this system can increase the transparency of government work, improve the efficiency. And in Web Services security problems are analyzed, in an attempt to improve the Web Services security. The implementation of the system is based on the J2 EE platform offered to Microsoft, and use the JavaScript, SCC technology such as the user has a good interface experience. The deployment of the systems used in the XML configuration file, facilitate changes in the system, strengthen the flexibility of the system and applicability. Finally summed up the Web Services in the advantages and disadvantages of e-government application integration, and the development trend in the future.Yaan industrial and commercial bureau e-government system has advanced and flexible, robust structure and good extensibility. The success of the system running and greatly improve the work efficiency and service level of each industrial and standardize the working process of various industrial and gives the management integration.
