【摘要】 一个旅游资源丰富的地区在发展本地经济之时,倾向于把旅游风景区的项目开发建设作为重要目标。这类项目一般涉及的利益主体多、周期长、投资大、关系复杂,不确定性因素在项目决策及实施过程中随时会出现,因此项目建设面临较大的风险。旅游风景区建设项目既具有一般项目风险管理的共同特点,它的风险管理目标、过程等又具有明显的独特性。目前国内对旅游风景区建设项目风险管理的研究还处于发展阶段,研究成果不多。旅游景区建设项目风险管理的研究,对扩大旅游经济管理学科领域,提高管理决策水平,确保旅游建设项目的顺利实施,具有重要意义。本文首先阐释了建设项目风险管理控制理论的内涵、建设开发项目风险管理机理、识别风险因素、进行风险评估、风险监测、预防和控制等一系列风险管理基本问题以及风险事后处理等系统的理论和方法,为本研究奠定研究基础。以此为依据,本论文针对寿光市洰淀湖风景区开发建设项目的实例,展开实证分析,进行风险控制管理研究。藉此,本文针对寿光市洰淀湖风景区开发项目的基本状况和基本特征,依据风险管理理论进行研究。首先依据本项目基本状况分析论述了该旅游景区开发项目风险管理的内涵、目标以及风险管理特征,然后分析本项目风险识别特性、运用检查表法、头脑风暴法、德尔菲技术对风险进行识别,得出本项目主要存在设计风险、经济风险、人员风险、市场风险、工期风险和其他风险。进而依据本项目存在的风险运用综合评价方法对这些风险进行评估,得出各风险的权重和等级。再然后,依据旅游景区建设项目风险控制理论,针对主要风险,建立本项目风险控制体系,包括风险控制目标和依据、风险控制对策、风险控制过程、风险控制保证措施在内的完整的风险管理控制体系,确保项目建设目标。最后对本项目风险控制结果进行了分析,实现了本项目风险控制的目标。本论文提出寿光市洰淀湖风景区建设中风险控制的正确方法和思路,为该项目管理人员提供指导,以期对该项目的风险管理起到一定的辅助作用：同时能为相关项目建设风险管理提供借鉴作用,希望在理论与实践的不断磨合中,旅游建设项目风险管理技术逐渐得到发展和完善,并被广泛应用于具体项目中,不断提高旅游建设项目的成功率。更多还原

【Abstract】 There is a strong tendency for a local district with natural tourism riches to take the development and construction of the project of scenic areas as an important foundation when tries to develop its local economy. Generally, this kind of project involves several stakeholders and complex relationships, takes a long period and large investment. Many uncertain factors which will emerge at any time during decision-making and implementation could put the project at great risk. The construction project of tourism scenic area has many common traits with general project risk management, but it is unique in its objective and process. At present, domestic research on this field is still in development and there are few research fruits. But the study is of great significance for us to expand the domain of tourist economic management, to improve management and decision-making level, and to guaranty the smooth implementation of the project.This paper first explains the theory of risk management and control of construction project, the theory and method of construction and development project risk management mechanism, identification of risk factors, risk assessment, risk monitoring, prevention and control of a series of basic risk management problems and the risk of post processing system, in order to lay on the basis of this study. On the basis of this thesis aimed at the development and construction of Judian Lake Scenic Area in Shouguang City, carries on the positive analysis, to research the management risk control.Therefore, according to the basic situation of development on Judian Lake Scenic Area in Shouguang City and the basic characteristics were studied according to the theory of risk management. Firstly based on the analysis of the basic status of the project discusses the connotation, the tourism development project risk management objectives and risk management features.Then analysis the project risk identification characteristics, the use of check list method, brainstorming, Delphy technology of risk identification, it is concluded that the project is mainly existed in the design of risk,economic risk, personnel risk, market risk, time risk and other risks. And then on the basis of the risk existing used comprehensive evaluation method to evaluate these risks, obtained the weight and rank of each risk. Then, on the basis of the theory of risk control tourism scenic area construction projects, according to the main risk, establish the system of risk control of the project:including risk control objectives and basis, risk control measures and risk control, risk control, risk management measures to ensure the integrity of the control system, ensure the project goals. The last part of the project risk control results are analyzed, the realization of the project risk control target.This paper makes a systematic analysis of the risk encountered in the construction of tourist project and puts forward some methods and lines of thinking in treating and dealing with risk management in the development project of Judian Lake of Shouguang. It is hoped to offer directions to the project management stuffs and auxiliary effects on risk management practice of this case. Hope also goes like this that risk management technology will gradually develop and mature by constantly combining theory with practice and can be widely applied to the practice so as to gradually improve the success rate of project construction.更多还原
