【摘要】 上世纪80年代,中国通信行业进入了高速增长期,原有的项目管理体系己渐渐不能满足市场发展的需要。随着通讯市场竞争的加剧,对运营商项目建设的成本、进度、资源控制提出了更高的要求。要解决经济落后地区的扶贫问题,首先必须解决其通信不畅问题。为了促进农村贫困地区经济、社会的全面发展,贯彻落实党提出的全面建设小康社会的发展战略目标,加快贫困地区的经济发展,进一步推进四川省村通工程的建设势在必行。由于村通工程具有重要的政治意义,担负着建设社会主义新农村的重任,所以按期完工、开通基站是喜德村通工程首要要求;村通工程目标位置分布多在边远区域的山区和丘陵地带,交通极不发达,在机房选址,传输接入、电源、铁塔等配套设施的建设方面难度较大;村通工程基站一般设在偏远的行政村或者自然村,用户少且分布广,话务量需求不高,投入与产出的矛盾比较突出。尽管存在诸多困难,但是为了解决农村、特别是少数民族地区的基本通讯问题,本工程将进一步提高无线网络覆盖范围和质量,改善四川农村地区的通讯环境。本文就以村通工作的一部分——喜德县移动通信扶贫工程为对象进行项目管理研究。由于本次工程建设在通信基础相对薄弱、空白的喜德地区,随着该地区通信条件的根本性改善,势必会树立中国移动在该地区的优良形象,建立良好的品牌效应,为以后经济状况改良后移动用户群的建立奠定了基础。论文首先阐述了国内外项目管理的现状,并分析了项目管理的相关理论;接着,结合喜德县移动通信扶贫工程建设项目的实际情况,利用项目管理生命周期理论对喜德县移动通信扶贫工程建设工程项目管理应用模式进行科学的分析和客观的评价,最后分析得出经验和思考,对通信工程项目建设的管理活动提供可操作的建议。更多还原

【Abstract】 In the 1980 s, China’s telecommunications industry has entered a period of rapid growth, the existing project management system has been gradually can not meet the needs of market development. To solve the problem of poverty in economically backward regions, we must first solve the problem of their poor communication. In order to promote the comprehensive development of the rural poor areas of economic, social, and implement the party’s proposed building a moderately prosperous society in the development of strategic objectives and accelerate economic development in poor areas, to further promote the construction of Sichuan village project is imperative. Since the village project has important political significance, charged with the task of building a new socialist countryside, so be completed on schedule, the opening of the first base station is a village project requirements; village project target location distribution in mountainous and hilly areas and more remote areas, traffic extremely underdeveloped, building site selection, transmission access, power, tower and other facilities in areas difficult; village project base generally located in remote villages or villages, small and widely distributed users, traffic demand not high, contradictory inputs and outputs of the more prominent.Despite many difficulties, but in order to solve the basic problem of rural communications, particularly in ethnic minority areas, the project will further enhance wireless network coverage and quality, improve communications environment in rural areas of Sichuan.
