【摘要】 自1998年出现保障性住房开始,发展到现在,我国的保障性住房体系已经日趋成熟,形成了廉租住房、经济适用住房、公共租赁住房、限价商品住房四大类保障性住房,切实解决大批中低收入者的住房问题,为保障民生起到了较好的作用,人民群众得到了实惠。但是与此同时,保障性住房在分配管理上出现了一定的不足和问题,迫切需要我们进行思考和研究。本文以成都市为例,对两个已经完工分配的保障性住房项目进行具体解剖,发现存在一些问题,分析了这些问题形成的原因,提出了有针对性的建议,对其他地区的保障性住房分配管理得出了启示。本文主要内容为:第一部分是绪论,提出了问题,介绍了研究的背景、国内外研究现状、研究的目的、意义、理论基础、内容、方法。第二部分介绍了保障性住房的概念和种类,描述了成都市保障性住房分配管理研究来源,选取了成都市已经完成分配工作的两个保障性住房项目进行解剖,指出了关键性要素是保障性住房的分配对象资格审核管理、分配方式管理、分配价格管理,指出了成都市在保障性住房分配管理方面的问题和典型性。第三至五部分对成都市保障性住房分配对象资格审核管理、分配方式管理、分配价格管理三个关键性要素进行重点分析,得出成都市保障性住房分配管理存在审核机制不健全、分配方式未完全实现公平、分配价格制定未引入社会监督的问题,并分析了问题形成的原因,主要是各部门掌握的信息未实现共享,公示存在局限性,骗取保障性住房的违法成本太低,计分因素设置不完整,计分方式未体现公开透明,摇号方式未考虑分配对象具体困难等等。针对这些问题,论文提出了对策建议。第六部分提出了本论文研究的案例对其他地区保障性住房分配管理的启示。第七部分得出案例研究的结论。更多还原

【Abstract】 Since 1998,the indemnificatory housing has appeared. With the development of it, China’s affordable housing system has become increasingly mature, forming four categories of affordable housing system including the formation of low rent housing, affordable housing, public rental housing, commodity housing price, which effectively solves the housing problem of a large number of low-income people, and has a good effect on guaranteeing the people’s livelihood. People have benefited a lot from it. But at the same time, there are some deficiencies and problems about housing in the distribution management, so it’s urgent that we should think deeply and do research. Taking Chengdu as an example, when doing some specific anatomy about the two affordable housing projects that have been completed the allocation, we found some problems. After analyzing the causes of these problems, we put forward some suggestions, which can give some inspiration on affordable housing allocation management in other parts.The main contents of this thesis are:The first part is the introduction, which puts forward the problems, and introduces the research background, present research situation both in domestic and foreign, research purpose, significance, theoretical foundation, content, method.The second part introduces the concept and category of housing security, and describes research sources of the indemnificatory housing assignment management in Chengdu. We selected two affordable housing projects that have finished assigned work to carry out anatomy and pointed out the key factors are the management of the allocation qualification, distribution mode and the distribution price. It pointed out some problems and typical cases in the housing allocation management security in Chengdu city.From the third to the fifth part, three key elements including the management of the allocation qualification, distribution mode and the distribution price are analyzed. It is concluded that audit mechanism is not perfect, the way of distribution is not completely realize the fairness and distribution price setting does not introduce social supervision problems of Chengdu indemnificatory housing assignment management. And we analyze the reasons of the problems in these parts. Firstly, the Department doesn’t share grasped information, which causes some limitations.Secondly,illegal cost of cheating housing is too low, then settings of scoring factors are not complete, and the scoring method does not demonstrate transparency, at last Yaohao way doesn’t considered the specific difficulties of distributed objects and so on. Aiming at these problems, this paper puts forward some countermeasures and suggestions.In the sixth part of the paper, the revelation of assignment management of other areas of affordable housing is focused on.The conclusion is reached in the last part.更多还原
