青藏交直流联网工程项目全过程管理体系研究

【摘要】 青藏交直流联网工程是国家“十二五”规划的重点项目,是迄今为止世界最高海拔、高寒地区建设规模最大、穿越多年冻土最长、施工难题最多的输变电工程,被誉为青藏高原上的“电力天路”。为了优质高效建设青藏交直流联网工程,提高电网工程建设管理水平,特进行本文研究。本文以青藏交直流联网工程为研究载体,以电网工程建设和发展过程中如何运用项目管理手段为核心内容,研究国内外项目管理情况,分析项目管理和项目全过程管理理论,并将现代项目管理的理念和科学方法带入具体实践,充分识别项目需求,明确项目目标,将整个项目生命周期分为启动阶段、计划阶段、实施阶段和收尾阶段,建立了青藏交直流联网工程全过程管理体系。在项目全过程管理实施中,按照适应性、可行性、科学性和创新性原则,界定项目范围,全面协调工程进度、质量、投资、环保等目标,质量管理样板引路,持续改进,进度管理抓住关键路径,开展施工会战,投资管理严控设计变更,严格项目范围,确保了最大程度满足投资者需求,最终实现了工程项目的全过程科学、规范管理。本文的成果对提高输变电工程项目管理水平具有重要的理论意义和现实意义。
【Abstract】 Qinghai-tibet ac/dc network project is the key of the national 12 th five-year plan, is by far the world’s highest altitude and cold area construction of the largest and longest crossing permafrost, construction problems, most of the power transmission and transformation project is known as the \ "power to creat\" on the qinghai-tibet plateau. In order to quality and efficient construction of the qinghai-tibet ac/dc network engineering, improve the level of power engineering construction management, this article studies.Based on qinghai-tibet AC/DC network engineering for the study of the carrier, in power engineering construction and development in the process of how to use project management as the core content of project management at home and abroad research situation, analysis the whole process of project management and project management theory, the concept of modern project management and the scientific method to the concrete practice, fully identify project requirements, clear project goals, throughout the project life cycle can be divided into start-up stage, planning stage, implementation stage and ending stage, the qinghai-tibet AC/DC networking project process management system is established.In the implementation of the project the whole process of management, in accordance with the principle of adaptability, feasibility, scientific and innovative, define the scope of the project, the comprehensive coordination of project progress, quality, investment and environmental protection goal, quality management model of the way, continuous improvement, grasp the critical path schedule management, to carry out the construction of battle, the investment management control design change, strictly the scope of the project, to ensure the maximum meet the demand of investors, finally achieved the whole process of the project is scientific, standardized management. Results of this paper to improve the level of power transmission and transformation project management has important theoretical significance and practical significance.
