许昌变电站智能化改造工程项目综合评价研究

【摘要】 传统变电站的运营模式已经逐渐无法适应当今高速发展的社会的脚步,国家电网公司提出建设“统一坚强的智能电网”,作为智能电网的重要的组成部分和关键节点,智能变电站已经随着智能变电站建设和推广应用的逐步深入,迫切需要对智能变电站的工程应用进行总结和展望。智能变电站电气一、二次设备与常规变电站电气一、二次设备在接口上有着本质的区别。因此,如要对常规变电站进行智能化改造,必将对原有的通信网络、电缆线路、综合自动化设备进行颠覆性改造,这样完全的改造资金投入大,尤其是对于一些刚刚进行完综合自动化改造的变电站,新设备还没有产生效能就立即更换,势必造成资金的严重浪费。因此研究一套切实可行的改造方案,使得常规变电站智能化改造既有效地利用现有设备,最大限度地减少投资和工程量,又能够充分发挥智能变电站的优点,使当前正在运行的常规变电站平滑过渡到智能变电站,是关系到智能变电站能否得到快速推广的关键所在。本文对智能变电站发展现状及其整体结构进行了介绍,并应用模糊综合评价方法对许昌变电站智能化改造效果进行了综合评价,从项目的技术指标、经济效益指标、社会效益指标等方面分析项目的实施效果,同时从整体角度采用定量分析与定性分析相结合的方法对项目进行评估,保证了项目评估结果的客观性、科学性。本文首先阐述了项目综合评估的相关理论及这些理论在国内外的发展现状;其次,叙述了多层次模糊综合评价模型的理论基础及建模步骤;然后,对许昌变电站智能化改造效果进行了综合评价。评估结果表明,本文所建立的评估指标体系非常全面,对变电站智能化改造项目的评估综合了定性与定量相的方法,本文的研究证实多层次模糊综合评价模型能够很好地应用于我国变电站智能化改造项目的综合评估。

【Abstract】 Xu Chang substation is so far the most perfect substation system’ Communicating standard. It has turned into the developing direction owing to IEC 61850 standard digitization transformer substations. Operation and administration substation will bring about far-reaching influence in our country. At present, the IEC 61850 standard is very few in routine operation substation project application. It works basically as the standard of the communications protocol, which is not enough. It does not applicable in the conventional substation equipment technology application; therefore there are still many problems to be solved. This paper briefly introduces the development trend of digital substation, the IEC 61850 standard features, and analyses the feasibility of status and xuchang substation digitization. Then, it undertakes a comprehensive demonstration of the xuchang substation intelligent transformation project management plan, technical scheme, problems, and count enneasures. Finally, based on the design of reconstruction project of xuchang intelligent, a comprehensive evaluation was summarized in the thesis, and it also gives the prospect of the next research direction of digital substation in operation and management. The main research contents are as follows: xuchang substation digitization feasibility argumentation, technical solutions and management discussion program, project-related indexes, established quantitative model and the changes. which comprehensive evaluation of the project engineering brings. Finally, through a comprehensive analysis and evaluation, the thesis introduces the new changes the digital transformation will bring to the substation operation, maintenance, economic efficiency, and technology efficiency; and it gives the direction prospect of digital substation after the transformation.In this paper the development status of the intelligent substation and its overall structure are introduced, and application of fuzzy comprehensive evaluation method of 110 kV Xuchang substation intelligent transformation effect of comprehensive evaluation, from the aspects of the technical indexes of the project, economic benefit indexes, social benefit index analysis of the effect of implementation of the project, also from an overall point of view the combination of quantitative analysis and qualitative analysis method to assess the project, so as to ensure the objectivity and scientific assessment of the project. At first, this paper describes the development status of a comprehensive assessment of the project related theory and the theory at home and abroad; secondly, it describes the multi-level fuzzy comprehensive evaluation model of the theory and modeling steps; then, the 110 kV Xuchang substation intelligent transformation effect were comprehensive evaluation.Evaluation results show that the established evaluation index system is very comprehensive, evaluation of intelligent substation reconstruction project integrated the qualitative and quantitative methods, this study confirmed that the multi-level fuzzy comprehensive evaluation model can be well applied to comprehensive assessment of China’s intelligent substation reconstruction project.
