绿色工程供应链在火电检修项目中的应用研究

【摘要】 电能被誉为工业经济的血脉,稳定、充足的电力供应是我国工农业和国民经济发展的可靠保障。以煤炭为主的能源结构决定了我国以火电为主的电力格局,随着火力发电机组装机容量的不断增长,火电检修项目增多,检修市场前景广阔。受到雾霾等恶劣天气的影响,国家和人民对环境越来越重视,对污染企业的治理越来越严格。新的环保标准对火电企业和火电检修企业均提出了更高的要求,特别在我国深入推进电力体制改革的国情下,优化电力产业结构,转变火电检修行业发展方式,已成为摆在火电企业以及火电检修企业面前的紧要问题。绿色供应链与现阶段我国倡导的绿色转型和绿色发展在目标与行动上具有高度的一致性。本文将绿色供应链管理思想引入到火电检修项目中,探讨了在火电检修项目中实施绿色供应链管理的可行性,研究了火电检修项目的绿色供应链管理模式及激励机制。本文介绍了供应链管理理论、绿色供应链管理理论,以及两者之间的区别;在对工程供应链管理理论进行分析的基础上,将绿色供应链管理理念应用于工程供应链管理中,提出绿色工程供应链管理概念。根据我国火电检修项目的现状和特点,将绿色工程供应链管理思想引入到火电检修项目中,具体阐述了构建火电检修项目绿色工程供应链的步骤,进行了实例研究。为保证火电检修项目绿色工程供应链顺利实施,建立了火电检修项目绿色工程供应链的绩效评价体系及激励机制,实现火电检修企业环境利益与经济利益的双赢。本文的主要研究成果是首次将绿色工程供应链这一先进管理模式应用于火电检修项目中,探索我国火电检修项目的可持续发展之路。文中以冀东电力检修公司为例进行了应用分析,创建了绩效评价机制,最后构建一个完整的激励体系保证火电检修项目绿色供应链顺利实施。
【Abstract】 Electricity has been hailed as a blood relation of the industrial economy, stable, adequate power supply is a reliable guarantee of the industry and agriculture and national economic development of our country. Since the reform and opening, our country electric power capacity increasing, but per capita are still lower than the average level of developed countries. Is given priority to with coal energy structure determines the power pattern of our country is given priority to with thermal power, as the capacity for coal-fired power units is growing and thermal power maintenance projects, maintenance wide prospect of market.Affected by bad weather such as fog haze, countries and people pay more and more attention to for the environment, the governance of polluting enterprises become more and more strict. New environmental protection standards for thermal power and thermal power maintenance enterprises are put forward higher requirements, especially in our country was deepened under the conditions of power system reform, optimize the structure of electric power industry, transformation of the mode of thermal power maintenance industry and promote the sustainable and healthy development of the thermal power, has become the urgent problem in front of thermal power and thermal power maintenance enterprise.This paper introduces the development and characteristics of supply chain management, green supply chain management, the traditional supply chain and green supply chain, engineering and manufacturing supply chain supply chain was analyzed, and the difference between one by one, the green supply chain management theory to the study of fully. On this basis, according to the status and characteristics of thermal power overhaul project in our country, the green supply chain management thoughts into the thermal power overhaul project, elaborates on the construction of thermal power overhaul project green engineering steps of the supply chain, has carried on the case study. Green engineering in order to ensure the thermal power maintenance project smooth implementation of supply chain, the establishment of a thermal power overhaul project green supply chain performance evaluation system and incentive mechanism, to achieve thermal power enterprise environmental benefits and economic benefits of a win-win situation.Main research results of this article is the first time that the advanced green engineering supply chain management model is applied to thermal power overhaul project, exploring the road of sustainable development of our country’s thermal power maintenance project. Jidong electricity maintenance company as an example to illustrate the application of analysis, create a performance evaluation mechanism, and finally build a complete system of incentives to ensure thermal power overhaul project smooth implementation of green supply chain.
