【摘要】 借助中俄全面战略协作伙伴关系的持续演进,以及中俄能源贸易的强势推进,东宁浙江工贸园区作为一个以企业名义来规划、开发和管理的现代工业园区,在国家、省、市、县的支持下,正在努力建立东宁中俄能源通道和危化品专业口岸,以此打造黑龙江省对俄能源贸易新的经济增长极。基于此,本文对东宁浙江工贸园区的发展战略进行研究,在归集现状的基础上,重点剖析园区发展的宏观和微观环境,并根据工业园区(企业)发展战略相关理论,最终提出东宁浙江工贸园区具体的发展战略和实施对策,以此促进东宁浙江工贸园区这一微观经济个体的科学发展,并有助力于当地经济和中俄贸易的合作共赢和协同发展。东宁浙江工贸园区目前正面临良好的发展机遇,拥有促进企业发展的优越外部环境和内部条件,主要包括中俄能源贸易发展加速、国家政策支持、具有充足的货运量作为支撑、园区建设成本相对较低等。当然,由于东宁行政区划对园区经济发展有所制约、园区对俄经贸合作处于初级发展阶段、园区的企业性质对做好能源大文章有所限制、在黑龙江省内面临着诸多对俄贸易园区的竞争、园区人才队伍建设能力相对滞后、园区管理水平和服务质量有待进一步提高等,这些因素在某种程度上制约了东宁浙江工贸园区的跨越式发展。从企业发展的战略方向上看,东宁浙江工贸园区不能仅仅定位于谋求建立一个贸易园区、借此招商收取管理费的传统发展路径,而应该着眼于中俄边境的特殊地理区域优势和资源互补特性,充分利用中俄边贸发展进程中的潜在巨大商业机会,把东宁浙江工贸园区打造成东北地区与俄罗斯东部地区重要的危化品专业口岸、危化品加工基地、危化品物流园区,并构建近期、中期、远期发展目标。在当前阶段,东宁浙江工贸园区要积极推动俄液化气进口牡丹江东宁口岸,加快推进中俄天然气管线供气合同设立预备线,推动东宁铁路口岸立项和项目建设管理,为未来可持续发展奠定坚实的基础。同时,东宁浙江工贸园区还应该寻求政府支持、加强园区招商、规范项目管理、推进资本运营、积极引才引智等,以此形成东宁浙江工贸园区发展战略的综合体系,促进园区早日规模运营,获得预期的跨越式发展效能。更多还原

【Abstract】 With the continued evolution of the friendly relations between China and Russia, as well as a strong push forward Sino-Russian energy trade, Dongning Zhejiang Industry and Trade Park as a modern industrial park in the name of a business to operate in support of national, provincial, city and county, is working hard China-Russia energy channel establishment and hazardous chemicals, specialty ports, Heilongjiang Province and Russia in order to create new energy trading economic growth pole. Based on this, Dongning Zhejiang Industry and Trade Park research development strategy, based on the imputation of the status quo, focusing on development of the park analyze macro and micro environment, and the development strategy based on the theory of industrial parks, the final proposed Dongning Zhejiang Industry and Trade Park specific development strategies and implementation measures, so as to promote the scientific development of Dongning Zhejiang Industry and Trade Park this micro-economic individuals, and help in the joint development of the local economy and trade between China and Russia.Dongning Zhejiang Industry and Trade Park is currently in the project feasibility studies and development of infancy, has some favorable conditions for development, including fit-Russia energy trade trends, get effective protection of national policy, with ample cargo as a support, in line with the safe operation of the provisions of hazardous chemicals, construction costs are relatively low and so the park. Of course, due to the economic development of the East Division of the park somewhat constrained, parks and trade cooperation with Russia in the early stages of development, the nature park and doing great article energy restrictions, in Heilongjiang province is facing many trade zone with Russia competition, the park is lagging behind the ability of qualified personnel, management and quality park service needs to be improved, these factors to some extent constrained by leaps and bounds Dongning Zhejiang Industry and Trade Park.Around the basic theory of the development is the industrial park.
