【摘要】 做好气象灾害防御工作,必须要靠政府的强力调控干预。在我国,要促使地方政府真正履行好气象防灾减灾职能,必须依靠行之有效的气象防灾减灾绩效考核。本文采用文献研究、案例分析等方法,在分析地方政府绩效考核相关理论的基础上,借鉴2012年宜春市地方政府气象灾害防御工作,制定地方政府气象灾害防御绩效考核指标体系,同时,提出了几点完善考核的措施。本文首先分析了地方政府绩效考核的相关理论,定义了地方政府气象灾害防御绩效管理和地方政府气象灾害绩效考核,简要阐述了气象灾害防御绩效考核定性和定量分析原理。其次,在分析2012年宜春市气象灾害防御绩效考核主要内容和存在问题的基础上,制定出地方政府气象灾害防御绩效考核指标模型。最后提出了几点完善气象灾害防御绩效考核的措施:一是建立公平、公正的考核指标体系;二是建立有效的政府气象灾害防御绩效考核制度;三是加强过程监管;四是合理运用考核结果。更多还原

【Abstract】 To prevent meteorological disasters, the government must control and intervene the work powerfully. In China, the effective performance appraisal of the prevention of meteorological disasters can spur the government do better on functions of the prevention and mitigation of meteorological disasters.The paper uses literature research method and case analysis method. By basing on the analysis of the related theories of performance appraisal of the local government and referencing the works of the prevention of meteorological disasters of Yichun, the author establishes the index system of performance appraisal of the local government on the prevention of meteorological disasters. Meanwhile, the paper proposes some measures about perfecting performance appraisal.In this paper, firstly the related theories of performance appraisal of the local government are analyzed, the local government’s performance appraisal and performance management on the prevention of meteorological disasters are defined, and principles of qualitative and quantitative analysis about the prevention of meteorological disasters are briefly discussed. Secondly, based on the analysis of main contents and existing problems of performance appraisal on the prevention of meteorological disasters of Yichun, the author sets up the index model of performance appraisal of the local government on the prevention of meteorological disasters. Finally, the paper proposes four measures about perfecting performance appraisal. The four measures include: We should set up fair and just appraisal index system;We should establish the effective institution on performance appraisal of the prevention of meteorological disasters; We should strengthen process supervision; We should use the results of performance appraisal reasonably.更多还原
