【摘要】 高校党的领导主要是在政治、思想和组织的领导。党的领导及其实质,以及党在现阶段的根本任务,决定着高校党的领导的实质、任务及其要求,也内在地决定着高校党的领导体制。新中国成立以来,党和国家对建立符合国情和高校实际的高校领导体制进行了长期探索和实践。60多年来,我国高等学校领导体制在不同时期有不同形式,几经沿革,最终确定为党委领导下的校长负责制,这是我国高等学校管理体制长期探索和实践的历史选择,是具有鲜明中国特色的、适合我国现阶段国情的高校领导体制,也是实行集体领导和个人分工负责相结合、符合管理规律的高校领导体制,更是高校贯彻执行民主集中制原则、推进党内民主的有效制度。20多年来的实践证明,高校实行这一领导体制,有利于加强党对高校的领导,有利于坚持社会主义办学方向,有利于促进高校的改革发展稳定。2014年12月29日,第二十三次全国高等学校党的建设工作会议在北京召开。中共中央总书记、国家主席、中央军委主席习近平作出重要指示强调,高校肩负着学习研究宣传马克思主义、培养中国特色社会主义事业建设者和接班人的重大任务。加强党对高校的领导,加强和改进高校党的建设,是办好中国特色社会主义大学的根本保证。这对于新形势下加强和改进党对高校的领导,完善高校内部治理结构,促进高校科学发展,具有十分重要的意义。坚持高校党委的领导核心地位。党委是学校的领导核心,履行党章等规定的各项职责,总揽学校改革发展稳定的全局,统一领导学校的工作,把握学校发展方向,决定重大问题,监督重大决议执行,支持校长依法行使职权,保证学校各项任务完成。要坚持管方向、管全局、管干部、管人才以及党要管党,准确把握党委的职责定位,健全和完善党委领导的内容和途径。通过对政治学理论专业知识的学习,同时结合当前新形势下的高校教育体制的现状,对新时期加强和改进高校党的领导进行研究。从政治学理论的角度阐述党的领导必要性、重要性、相关原则及任务,并得出当前形势下高校党的领导还须加强和改进,并阐述如何加强和改进以及高校党的领导在实践中的创新与发展。更多还原

【Abstract】 The leadership of party in universities embodies mainly in politics,ideology and organization. The essence of party’s leadership as well as its fundamental task at this stage not only determine the essence of party leadership, mission and requirements in universities, but also determine the system of party leadership in universities. Since the establishment of People’s Republic of China, the party and the country have always been exploring and establishing the universities’ party system which meets the situation of our country and universities. For more than 60 years, the leadership system in our universities have different forms in different times. After several reforms, the party leadership in universities eventually identifies as follows: the system of universities president taking the responsibility under the leadership of party committees. This is a historical choice of university management system with Chinese characteristics, which is suitable for China’s national condition at this stage, and complying with the rule management. The system has combined the collective leadership with individual responsibility leadership system. In addition, the system is an effective system which implies the principle of democratic centralism as well as promotes the inner-party democracy. The practice of the system for more than 20 years has proved that the leadership system of university is conducive to strengthening the party’s leadership in universities, to adhering to the socialist orientation, to promoting the stability of universities’ reform and development.The twenty-third National conference of the party construction in universities held in Beijing on December 29, 2014. The paramount leader of China Xi Jinping emphasized that universities should hold the major task of studying and publicizing Marxist, training the builders and successors of the socialism with Chinese characteristics. Strengthening the party’s leadership and improving Party construction in universities are the fundamental guarantee for the university to keep its socialism with Chinese characteristics. It is very important significant for universities to strengthen and improve the party’s leadership, to improve their internal governance structure, and to promote scientific development of university in new situation.It is a basic principle to adhere to the core leadership of party committee in universities. party committees are the core leadership of the university, which should fulfill the duties of the party constitution, steer the oriental of university reform, unify the leadership of the universities’ work, and grasp the development direction of the university, decide on the major issues, supervise the implementation of major resolutions in support of the principal duties according to law, and ensure completing the tasks. The party must manage the direction, the whole states, cadres, the talent, and Party itself in order to grasp functions and responsibilities of party committees, improve and perfect the content and approach of the party leadership.Through studying the professional knowledge of the political theory, combined with the current situation of college education system, this research is aimed at strengthening and improving the Party’s leadership in the new situation. This paper will explain the necessity, the importance, the relevant principles and tasks of the party leadership from the perspective of political theory. As a result, this paper comes to a conclusion that the party’s leadership of the colleges must be strengthened and improved in the current situation.Furthermore,the paper will elaborate how to strengthen and improve the Party’s leadership in universities, and how to innovate and develop in practice.更多还原
