我国食品安全危机管理问题与对策研究

【摘要】 食品安全是社会公共安全的重要组成部分,和人民群众的身体健康和生命安全密切相关。食品安全危机事件往往具有突发性,容易带来严重的社会影响、造成较大危害,成为社会各界关注的焦点。因此,在第一时间正确有效地处置食品安全危机事件,对维护社会的和谐稳定、经济的良好运行、保护消费者的身体健康和生命安全具有极大的作用。食品安全危机管理机制的建立健全,可以有效预防和积极应对食品安全危机事件,最大限度地减少食品安全危机事件带来的危害。及时、有效的处理各种类型的食品安全危机,已经成为我国各级政府及监管部门面临的巨大挑战。在应对和处理食品安全危机的过程中,暴露出我国的食品安全危机管理工作存在着一些薄弱环节。因此,本文试从预警预测、舆情应对、考核评价、责任追究、惩戒赔偿机制方面着重分析了近年来食品安全危机管理工作存在的一些问题。从理论和实际运用上研究食品安全危机管理存在的亟待改进之处,重点对市辖区这一行政层级的食品安全危机管理工作机制进行剖析,提出完善策略。如从加强风险监测入手完善预警预测机制、从突出正确引导入手完善舆情应对机制、从强化结果应用入手完善考核评价机制、从规范行政行为入手完善责任追究机制、从重视社会信用入手完善惩戒赔偿机制。强调特别是基层食品安全危机管理工作,要从加强和创新危机管理的高度,紧盯影响食品安全的突出问题和薄弱环节,逐步建立科学有效的危机管理长效机制。更多还原

【Abstract】 Food safety is an important part of social public security, and the people’s health and life safety closely related. Food safety is often a sudden crisis, easy to bring serious impact on society, great harm, has become the focus of attention of the community. Therefore, a correct and effective disposal of food safety crisis in the first time, to maintain social harmony and stability, good performance of the economy, protect the health and safety of consumers has great effect. The establishment of a sound food safety crisis management mechanism, can be effective in preventing and coping with the crisis of food safety, to minimize the harm caused by food safety crisis. Timely, efficient food safety crisis processing of various types, has become a huge challenge to Chinese government and regulatory departments. In the process of dealing with food safety crisis, exposed the food safety crisis management in China there are some weak links. Therefore, this paper from the prediction and early warning, response to public opinion, assessment, accountability, disciplinary compensation mechanism emphatically analyzes some problems existing in recent years food safety crisis management. Research in food safety crisis management should be improved from the theory and practical application, analysis focuses on the municipal district of the administrative hierarchy of food safety crisis management mechanism, improve the strategy. Such as strengthening the risk monitoring of early warning mechanism, perfect prediction from start to improve public opinion guidance prominent right coping mechanism, perfecting evaluation mechanism, perfecting the accountability mechanism, perfecting punishment compensation mechanism from the importance of social credit from the standard administrative behavior from strengthening the application results.
