【摘要】 伴随着人们旅游观念从传统观光向休闲度假的转变,都市、尤其是知名度较高的国际性都市,以其强大的城市功能和消费需求成为人们出游的热门目的地。基于都市的旅游属性,都市旅游的内在发展与增长潜力对地方政府在旅游资源开发、形象推广、制度管理上均提出了更高的要求。本文立足于近年来国务院频繁调整各省市行政区划建制的现实,尝试探讨城市行政空间的调整和改变,会对城市的经济空间与旅游发展产生怎样的经济效应?在旅游国际化策略背景下,地方政府如何应对行政区划调整带来的影响,推动都市旅游产业的发展?本文以上海市黄浦区为研究范例,分析行政区划空间调整对于都市中心城区的旅游资源开发、旅游形象再塑和旅游文化传播等方面所带来的经济影响,并通过数据计量的实证分析,验证区划调整的实际经济效果,探索地方政府在整合现有资源、服务都市旅游业发展中应承担的职能和发挥的作用。论文共分为六个章节：第一章主要阐述论文选题的背景和意义、研究思路和研究方法以及研究的难点、创新点与不足之处。第二章主要探讨论文的国内外研究现状以及论文分析的理论基础,主要从都市旅游发展理论、行政区划调整的动因分析及其旅游经济效应,以及区域旅游发展中的政府行为等方面展开分析。第三章以区划调整后新黄浦的区情现状为切入点,从区域旅游的发展政策、旅游资源的开发重组、旅游形象的重构再塑,以及旅游文化的渗入传播四个方面,分析行政区划的空间重组对于城市经济的发展空间以及都市旅游的深入发展会带来怎样的经济影响。第四章尝试采取经济数据的实证分析工具,选取经济变量和计量模型,针对黄浦区行政区划调整在区域经济、旅游产业发展等方面的实际影响进行实证检验。第五章则从国际旅游都市发展背景下中心城区旅游发展的战略入手,研究区域经济与旅游发展的核心因素和支撑因素,以及地方政府所应承担的角色和发挥的政策制度作用。第六章阐述了论文的主要研究结论与展望。更多还原

【Abstract】 Alongside the change of tourism attitude, leisure is becoming the important motivation of taking a trip. Urbans, especially the well-known metropolises depand on the powerful functions and consumer demand, are attracting more and more tourists as their destination. Based on the tourism attributes, the local government is facing a higher requirements of tourism development, image promotion and system management in the urban tourism development and potential growth.In recent years, there were many adjustments of the administrative division in different provinces. It brought all kinds of the economical effects of city’s economic development and urban tourism after with this spatial adjustment. It is an important research issue for local government to cope with under the background of internationalization tourism strategy. This paper selected Huangpu District as the research example, analyzing the regional economic impacts with administrative division adjustment on urban tourism resource development; tourism image remodeling and tourism cultural transmission. And through the empirical analysis, it wanted to reveal the functions and role of local government on restructuring and serving the development strategy of urban tourism.This thesis is divided in six chapters:the first chapter includes the background and the significance of the topic, the way of research and the method, also involving the difficulties, innovations and the weak points. Chapter two mainly discusses the theoretical basis of the research and the analysis domestic and abroad, mainly in the theory of urban tourism development, administrative division adjustment, the effect of tourism economic, and the government behavior in regional tourism development, etc. The third chapter based on the new Huangpu District, analyzes the economical effects of spatial reorganization in administrative area and of the further development of urban tourism from four aspects:the adjustment of the regional tourism policy, the restructure of tourism resources, the rebuilding of tourism image, as well as the transmission of tourism culture. Chapter four attempts to take an empirical analysis with the economic data tool, by selecting economic variables and econometric model to test the real effects of regional economy, tourism industry in Huangpu District after the adjustment. The fifth chapter starts from the strategy of international vision, studies the key factor and supporting factor of development of regional tourism industry, as well as the roles that local government should play.
