【摘要】 伴随着新公共管理运动的兴起和发展,追求一个“精简高效、廉洁自律”的政府是人们的共同愿望。引入绩效管理这一工商管理技术成为政府改革的共识,开展政府部门绩效评估日益呈现出制度化、规范化和科学化的趋势。我国政府部门开展绩效管理的时间较短,在实践和理论研究上存在着很多的问题。客观上要求加强政府部门绩效管理的理论和应用的研究。本文将地方政府绩效评估及其改善作为研究课题,选取了江苏省13个地级市作为研究对象。论文从公共管理学的角度出发,思考如何改善和提升地方政府的绩效水平和管理水平。采用数据包络分析进行实证的绩效测量和分析,使得论文的研究具有交叉性、科学性和现实性,并能为地方政府改善绩效提供实践上的指导作用。本文共分六个部分:绪论部分在分析了选题的背景意义、评述国内外地方政府绩效评估研究基础上,提出论文的研究技术路径、研究方法和可能的创新之处;第一章介绍了地方政府绩效评估的相关理论,介绍了地方政府绩效的概念、本质和功能。分析了地方政府绩效评估相关的理论基础,如治理理论、公共物品理论、委托代理理论和利益相关者理论等;第二章在综述了国内外指标体系研究和指标选取的原则的基础上,构建了地方政府绩效评估指标体系,具体分为经济建设、公共事业指标、环境保护和社会建设四大类指标;第三章在构建的指标体系基础上,以江苏省13个地级市作为研究对象具体分析了其绩效状况,评估了各市的经济、公共事业、环境保护、社会公平和综合效率。并且通过分析发现地方政府的绩效中存在的问题。第四章在分析原因的基础上,文章提出了提升江苏省地级市绩效水平的对策建议。经济建设中需要提高资源利用率,调整产业结构;公共事业建设需要平衡全省的发展,兼顾不同地区的发展;同时要加大对环境保护的投入维护社会的公平公正;并且要从制度方面入手建立约束激励机制,以确保政府绩效评估走向科学化、规范化和常态化。最后,论文在结论部分提出了研究的不足之处。更多还原

【Abstract】 With the emergence and development of the “New Public Management Movement”, the pursuit of a streamlined, efficient, clean fingered and self-discipline government is the common aspiration of the people. Along with the deepening of the reformation, performance management one of the business management technologies was introduced to the government section. Carrying out the government performance evaluation is increasingly showing the institutionalization, standardization and scientific trend. As the Chinese government departments to carry out performance management for a short time, there exist many problems in the practice and theoretical study. Strengthen the research on theory and application of performance management in government department objectively requires. In this paper, I choose “The local government performance evaluation and improvement” as my research subject. I selected 13 cities in Jiangsu Province as the research object. In this papers I take the question that how to improve and enhance the performance of local governments and management level into consideration from the public management perspective. But I use data envelopment analysis(DEA) one of the research tolls in management science and engineering filed to measurement and analysis the government performance. The paper research is interdisciplinary, scientific and practical. It can provide guidance on practice to improve the performance of local government.This paper consists of 6 parts: the first part is the introduction. In this part I introduced the background and significance of the research, summarized the relation research in this topic in and out of domestic. Then I wrote something about my research methods and possible innovation. The first chapter introduces the related theories of performance evaluation of local government. I analyzed the concept, the essence and function of local government performance. Also I introduced some related theories of performance evaluation of local government, such as governance theory, public goods theory, agency theory and stakeholder theory. In the second chapter, I constructed the local government performance evaluation index system. Firstly I summarized the domestic and foreign studies on the index system. Then I introduced the principles of the index selection. As the government assumes four main functions. In this paper I divided the indexes into four major categories economic construction index, public service index, environment protection index and social construction index. In the third chapter, I took 13 cities in Jiangsu Province as the research object and analyzes their performance. Then I introduced and described the research method of data envelopment analysis(DEA). And I measured the performance of the 13 cities in economic, public utilities, environmental protection, social equity and the comprehensive efficiency based on the data from statistical yearbook.Then I find the reasons why the performance of the Jiangsu province is not efficiency. The fourth chapter based on the above analysis I gave some suggestions about how to improve the performance of local government. Our local governments should do these things. Firstly we should change the structure of the economic systems.Secondly government departments should make thorough plans and take actions to improve the performance in public areas. Thirdly we should make efforts to protect our environment. Fourth we should make some systems such as subject system and incentive system to ensure the evaluation become scientific standard and normalization. Conclusion and deficiencies in the study are given in the fifth chapter. The local governments performance management need to make comprehensive improvement in three phase of. We need transform the evaluation from the process oriented to the result oriented, the masses satisfaction oriented. We should make the transformation of public information from the internal digestion to external information. And we need the transformation from the internal control to external responsibility.更多还原
