【摘要】 目的介绍公共机构能源使用的现状和创建节约型公共机构示范单位的措施,探讨创建节约型示范医院对降低能耗,减少能源费用的作用以及创建节约型公共机构示范单位的对策与建议,为创建节约型示范医院提供参考和依据。方法以安徽省某三甲医院创建节约型示范医院为实证,通过对样本医院2010~2012年的能源消耗值进行比较分析,用“头脑风暴法”、“走动式管理”收集医院能耗管理的现状和整改建议,结合节约型示范单位的考核标准要求,制定节约型示范医院的路径、方案和措施。结果经过一年节约型示范医院的创建,样本医院的能耗和用水量明显下降,完成了设定的单位建筑面积综合能耗下降5%的目标,节约文化深入人心,产生了良好的社会效益和经济效益,样本医院获得第一批国家节约型公共机构示范单位。结论节约型示范医院的创建是开展节能减排,降低能耗的一项重要举措,是降低医院成本,提高医院管理水平,改善医患关系的有效途径。节约型公共机构示范单位的创建,是公共机构开展节能工作一种很好的形式和手段,可进一步进行推广。更多还原

【Abstract】 Objective To introduce the current energy use status of public institutions and the measure to establish conservation oriented public institutions demonstration unit. To explore the effect of reducing energy consumption and energy costs by creating conservation oriented hospital and make the countermeasures and suggestions of creating conservation oriented hospital for the conference and basis.Method A tertiary hospital in Anhui province was selected as an example, the characteristics and existing problems of the energy consumption of the hospital management were summarized by analyzing the energy consumption from 2010 to 2012 and collecting the suggestions in the way of "brainstorming" and "management by walking around", formulate energy-saving demonstration hospital path, plans and measures combined with the requirements of conservation demonstration unit of assessment criteria.Results Through the implementation of conversation demonstration hospital, the energy consumption and water consumption of hospital were significantly decreased, the target of overall energy consumption per construction area declined by 5% has been fulfilled.The economical culture is deeply rooted in the hearts of the people. The establishment of conversation oriented hospitals has achieved initial good results. The hospital was rated as the first batch of national conversation public institutions demonstration units.Conclusion It is an important measure to create a conservation demonstration hospital for saving energy and reducing energy consumption. It is an effective way to reduce hospital costs, improve the level of hospital management and the doctor-patient relationship. The creation of economical public institution is a kind of very good formsand means to carry out the energy conservation work and can be further promoted.更多还原
