农业科技成果转化及应用问题研究

【摘要】 宏观经济的发展是以农业经济的增长为支撑的,而农业经济的增长是以农业科技进步为前提的,然而通过对安徽省历年农业科技投入对农业经济增长的实证研究分析表明我省农业科技成果转化率依然很低,仅为15%左右。因而提高农业科技成果转化率,使农业科技为生产实践服务,成为安徽省农业科技研究和提高农业经济增长的关键问题。在此背景下,本文以农业科技成果转化及应用研究为课题,以农业科技相关理论、经济增长理论为基础,采用了实证定量分析方法,对安徽省农业科技投资与农业经济增长的动态关联性关系进行研究,并在此基础上提出相关建议对策。论文介绍了农业科技成果转化的相关概念,农业科技成果转化具有转化周期长、转化过程复杂、转化环境局限、转化动力市场化、转化收益和风险共生等特征,并介绍了农业科技成果转化的基本模式。论文重点对农业科技成果转化的指标体系进行构建,利用安徽省统计年鉴的数据,测算了农业项目的科技结果,并对安徽省农业科技投资与农业经济增长的关系进行了实证分析,对多因素变量进行因子分析,对因子分析所占维度最大的三个变量构建最小二乘模型,研究结果表明农业投资与农业经济增长具有正向相关性,由于农业科技成果具体物化形式很多,而农业投资包含农业科技投资,农业科技的提高能促进农业经济的增长,两者之间是长期动态协整关系,分布滞后模型表明农业投资,包含农业科技成果转化率的提高,对当期和未来三年农业经济增长存在明显的贡献率,以忽略次要因素影响为前提,农业投入(包含农业科技投入)每增加1%,在4年内可使农业经济增长率达0.84697%,其中当年的经济增长率为0.34643%,后3年的增长率分别为0.25409%、0.16558%、0.08088%。通过实证结果的分析发现安徽省农业科技投资力度欠缺并且农业科技成果转化率效率较低,因而提出了创新农业科技成果转化体系:因地制宜、以需定研;多元推广、全员参予;注重教育、实践结合等建议,同时加强农业科技成果转化制度与金融体系的建设。
【Abstract】 Macroeconomic development is to support the growth of the agricultural economy, while agriculture’s economic growth is premised on agricultural science and technology, but through investment in agricultural science and technology over the years, Anhui Empirical analysis shows that the economic growth of agriculture in our province Agricultural Science and Technology the transformation rate is still very low, only about 15%. Thus increasing the rate of agricultural scientific and technological achievements, science and technology for the production of agricultural practice services, a technology research and improve Anhui Agricultural Growth in agriculture key issues. In this context, this paper agricultural scientific and technological achievements and applied research as topics related to agricultural science and the theory of economic growth theory, quantitative analysis using empirical methods, Anhui Agricultural Science and Technology Investment and Economic Growth Agriculture dynamic correlation to study the relationship, and make recommendations on the basis of countermeasures. This paper introduces the concepts of agricultural scientific and technological achievements of agricultural science and technology achievements transformation period with a long, complex process of transformation, transforming environmental limitations, transforming power market, transforming the benefits and risks symbiosis and other features, and describes the basic agricultural scientific and technological achievements mode.Paper focuses on the index system of agricultural scientific and technological achievements were built using Anhui Statistical Yearbook data, measure the results of agricultural science and technology projects, and the relationship of Anhui Agricultural Science and Technology Investment and Economic Growth Agriculture conducted an empirical analysis of multi-factor variable factor analysis, factor analysis of the three largest share of variable dimension build LS model, the results show that investment in agriculture and agricultural economic growth has a positive correlation, because a lot of agricultural scientific and technological achievements of specific physical and chemical form, and includes investment in agriculture investment in agricultural science and technology to improve agricultural technology can promote the growth of the agricultural economy is a long-term co-integration relationship between the dynamic, distributed lag model suggests that investment in agriculture, including agricultural scientific and technological achievements to improve the conversion rate of the current and the next three years the agricultural economy the existence of a significant contribution to the growth rate in order to ignore the minor premise of factors, agricultural inputs (including agricultural science and technology) for each 1% increase in four years can make up to 0.84697 percent economic growth rate of agriculture, including that year’s economic growth rate was 0.34643% growth rate after three years was 0.25409%,0.16558%,0.08088%.Through empirical analysis of the results found that the lack of investment in agricultural science and technology in Anhui Province and the lower the efficiency of the conversion rate of agricultural scientific and technological achievements, and therefore proposed an innovative system of agricultural scientific and technological achievements; local conditions, given the need to study; diverse promotion, full participation; emphasis on education practice combined with proposals, while strengthening the construction of agricultural science and technology achievements into the system and the financial system.
