军队执勤信息管理系统的设计与实现

【摘要】 伴随着国家数据信息化的进步,解放军的军队管理也已经进入数字信息化时代,要扎实完成部队现代化管理这一带有全面性、基础性、长久性的任务,要以现代信息技术为支撑不断探索管理方式方法。如何更好的利用计算机网络、数据库技术、非接触式智能卡技术、微电子信息处理和记录技术,实现军队人员和军用物资日常管理的数字化与自动化,以及营区的封闭式管理等问题成为所必需解决的问题。实践说明,把信息技术同传统管理模式相结合,正确运用信息化手段,才能使部队优良作风,在现代管理手段中发扬光大,并且能推动部队建设质效大幅提升。军队现代化执勤系统是一套可实现军队指控中心和所属哨位之间的报警、执勤等功能一体化的系统,实现管理信息系统与专用身份验证终端设备的“实时”信息交互。其作用是迅速确定当前执勤人员的工作状况,为进出重要部位的人员提供身份识别的手段,同时在哨兵执勤过程中,发挥保护作用,实现军事营门出入,以及请销假自动化管理,大大提高军队的工作效率。系统利用网络技术,以数据库为核心,为指挥管理人员,提供便捷合理的人员进出管理平台,达到军务机关对出入人员的请销假、营门出入现状、营门动态、违纪情况统计、出入记录、请假情况等众多复杂的信息通过计算机网络进行综合管理的目的,为指挥人员提供便捷合理、高效可靠的管理平台,提高战士外出管理的质效。本系统按照使用者身份以及业务功能分为两个大的部分:执勤终端应用平台和执勤系统管理平台。终端的应用平台放置在平板电脑或PC机等触摸屏终端设备上的应用程序,利用现有指纹考勤机的考勤数据,对哨兵执勤、领班员到岗离岗、查岗员查勤、执勤情况描述、武器交接情况等进行实时显示,并完成考勤、查勤等功能;考勤管理系统为现有考勤系统的补充,主要完成现有考勤系统所未完成的功能,如查勤情况查询、武器交接情况查询等等。后台管理平台属于B/S架构,通过网站访问模式可以对于终端应用平台的考勤数据进行数据查询和管理、执勤报表导出,除此之外还应包含必要的用户管理、权限管理等常用网络系统管理平台所具备的功能。本系统采用浏览器/服务器(B/S)网络体系结构,实现系统网上审批、调阅查询、记录统计、实时监控等。用户可以在任意时间和地点都能通过局域网络访问终端访问系统;人员进出时,由读卡器读入IC卡信息数据,由数据终端进行判断,并显示出入情况,内容包含战士、干部照片,语音提示请假状态、出入状态;服务器端口采用Microsoft SQL Server存贮数据,从数据库自身提供的安全控制和应用系统预先所输入的身份验证及角色权限分配等多个方面,进行安全控制,进而使出入管理可以便捷安全的完成。本系统已经投入使用,用户反馈很好,真正实现了军队执勤信息管理智能化,大大提高了军队的工作效率。

【Abstract】 With the development of China’s information technology data, China’s military has managed to enter the digital information age, the army managed to do this with an overall, fundamental, long-term work, we must follow the general characteristics and laws, but also to relying on modern information technology innovation management tools. How to make better use of modern computer networks, database technology contactless smart card technology, information processing and recording microelectronics technology, military personnel and military supplies for the daily management of digitization and automation, as well as a closed military management issues become the necessary to solve the problem. Practice has proved that the information technology and traditional management methods combine scientific use of information technology in order to make our armed forces to maintain and carry forward the fine traditions in modern management tools, and can promote the army building and significantly enhance the work efficiency.Duty military modernization is set to achieve an alarm system, and other functions duty military command center and an outpost integration between the various systems, to achieve "real time" information exchange management information systems and a dedicated authentication terminal equipment. Its role is to be able to work quickly and efficiently inspect duty personnel, more important goal is to enter the staff as an important means of authentication, while the sentries patrolling the process, be able to play a protective role in the Sentinel, to achieve a military camp Please door access and automated management of sick leave, greatly improving the efficiency of the army. The system makes full use of network technology to the database as the core, to facilitate scientific personnel access control platform for managers to achieve Military Affairs Department of the soldiers leave, the access, the camps traffic, disciplinary cases access history, history, and many leave complex information through a computer network integrated management purposes, to provide convenient, scientific and efficient management platform for the management, maintenance of good fighters out of order. Use this system to improve the management level, improve work efficiency.The system in accordance with the user’s identity and business functions are divided into two major parts:the duty terminal application platform and duty management system platform. Application platform terminals placed in the application touchscreen terminals on the tablet or PC, to take advantage of existing fingerprint attendance machine attendance data on sentry duty, Foreman undergo hillock, Chaqin member Chaqin, described the situation on duty weapons handover for real-time display and complete attendance, Chaqin etc.; attendance management system to complement the existing time and attendance systems, mainly to complete unfinished existing appraisal system functions, such as the case of query Chaqin weapons handover case inquiry and so on. Management platform is a B/S architecture, can the attendance data terminal application platform for data query and management through the website access mode, duty export report, in addition also contains the necessary user management, rights management and other common management platform has a function.The system uses the browser/server (B/S) network architecture, and online granted leave, query, statistics, monitoring. The user can at any time, any place can access the system via a local area network; when personnel access, read by the card reader IC card information, to judge by the terminal out of the situation, showing soldiers or cadres, photos, and use voice prompts to leave the state or out of state; server using Microsoft SQL Server stores data from various security control security control, application system database itself provides the added authentication and roles assign permissions, etc., so that management can easily and quickly complete safety The system has been put into use, user feedback well and truly realize the military duty of intelligent information management, greatly improving the efficiency of the army.
