【摘要】 随着信息技术的兴起,信息化系统的建设和应用逐渐被各级党政机关所重视,信息化水平也被赋予了综合实力的标志性意义。高水平的信息化平台能够有力的促进公务处理能力和提高和公信力。而低层次的信息化建设项目则会造成不必要的浪费,对各级机关的工作和形象产生负面的影响。因此,找到一种合适的手段来进行信息系统的评价成为首先需要考虑的问题。在这方面,使用成本效益分析方法进行信息系统的经济性评价被视为非常有效的一种思路。法院系统作为国家的司法机关,除具有一般国家机关的共性外,还因其日常业务的独特性,凸显了信息化建设和应用评价的必要性。这种特殊性主要表现在以下几个方面。首先,法院具有明确的对内管理职能,又包括队伍管理和行政管理等。其次,法院有明确的业务职能——依法裁判、执行诉讼案件。最后,法院还具有审判信息公开等众多对外服务职能。各种职能的背后都牵涉到不同主体(包括当事人及内部工作人员这样的特定主体和社会大众这类不特定主体)不同的利益诉求,错综复杂。而要对作为职能载体的信息系统进行评价,很大程度上就是对法院的各项工作进行评价,这就要求在评价时必需处理好不同标准价值判断的权衡的问题,要对信息化系统进行细化分类、形成参数指标、明确评价规则。虽然很多学者都曾在这方面进行过有益的理论分析和应用论证,但以往成本效益的研究成果中,涉及国家机关的,大多集中在宏观决策层面的讨论,没有进行进一步量化分析。而进行了量化分析的研究则大多局限于有营收的部门,评价方法也比较单一。对法院信息化这一特定领域的适用都是部分性的。本文尝试着在充分学习和借鉴其他学者的研究成果的基础上,将法院信息化系统的公共性、技术性、经济性和业务特殊性有机的结合起来。通过日常工作经验的总结,借助不同信息系统和具体评价方法的特征对应关系分析,提出尽可能全面的系统分类标准、参数指标系统和评价方法体系,为今后针对信息化系统的评价标准制定和评价工作决策提供有益的参考。更多还原

【Abstract】 With the development of information technology, construction and application of information systems have gradually been paid great attention to by party and government organs at all levels, the informatization level is also endowed with symbolic meaning of comprehensive strength. A high level of information platform can powerfully promote the business processing ability and improve and credibility. While low level of information project will cause unnecessary waste, and have a negative impact to images of organs at all levels. Therefore, it is the most important issue to consider that looking for a suitable method to evaluate information systems. In this respect, it is regarded as a kind of very effective ideas that using cost-benefit analysis method for economic evaluation of information systems.Court system as the country’s judicial organs, besides of the commonness of state organs, has certain features of its day-to-day business, because of which highlights the necessity of information construction and application evaluation. These characteristics are mainly manifested in the following respects. First, the court has clear internal management function, including team management and administrative management, etc. Second, the court has clear business functions-the judgment and execution of lawsuits according to law. In the end, the court also has some external service functions such as the judgment information disclosure and so on. A variety of functions is quite complex, which involves different subjects of different interests(including parties and internal staff which are specific, social public which is not specific). To a large extent, to evaluate the information system as a function of carrier, is to evaluate the work of the court, which requires the evaluation to deal with different standard of value judgment, and should make detailed classification, formation parameters, clear evaluation rules for information systems.Although many scholars have done a lot of useful theoretical analysis and application of the argument in this regard, but in the past research achievements of cost-benefit, involving the state organs, mostly concentrated in the discussing about macroscopic policy makers, there is no further quantitative analysis. And the analysis which has carried on the quantitative research is mostly confined to the revenue department, and applying the single evaluation method. The court information construction is a part of this specific field.On the basis of thorough research and draw lessons from the achievements of other scholars, this paper try to combine publicity, technicality and economy with business specificity of the court system. Through the summary of the daily work experience, with the help of the relationship between different information systems and specific analysis methods, this paper also try to build the classification standards, parameter index system and evaluation method system as far as possible, in view of providing the beneficial reference for decision-making and evaluation for the information system of future.更多还原
