完善我国网络舆论政府回应机制研究

【摘要】 网络时代中信息的透明,表达的畅通,平台的公正,促进了我国民主政治的发展。这不仅在一定程度上改变着人的生活,也改变着政府的行政理念。它不再是政府单一的进行管理,而是更多的公民主动的进行参与,这更促使了民主发展和进步,也体现了人类社会新型的思维模式和不断的进行创新。本文从网络舆论政府回应机制的内涵、特征、模型和运行过程为起点,分析了我国政府回应网络舆论机制建设的现实依据,总结政府部门的建设成就,这些主要为:各级政府先后建立起与网民的沟通机制、网民表达热情持续高涨、政府回应网络舆论能力不断提升、经验不断累积。并从典型事件探析网络舆论的政府回应机制运用,“7.23动车追尾”事件和“孙玉刚事件”分析。从更严格的意义上来看,当代我国政府回应网络舆论机制还是存在很多不足,政府回应速度迟缓、政府回应内容空洞、政府回应重视程度低,政府回应态度不诚恳、政府回应责任意识不强,造成这些问题的主要原因在于:公共价值观偏颇、政府行政理念未能转变、政府对网络舆论存在认知偏差、政府行为消极怠慢缺乏前沿性、政府责任作用低下。因此,要完善中国政府回应网络舆论的机制,要注入网络“能量”机制,正确把握网络文化理念;打开网络政民“互动”机制,搜集网络舆论的民众意愿;识辨信息的“把关”机制,甄别网络舆论正确值;建立网络舆论“应对”机制,主动应对舆论;创新政府回应网络舆论的“反馈”机制,把握政府做法的对与错;政府对网络舆论的“引导”机制,转变政府行为模式。更多还原

【Abstract】 Make a spurt of progress of Internet technology has brought new opportunities for the development of democratic politics, product of the network public opinion as the combination of Internet and democracy has become a prominent phenomenon in contemporary Chinese political development. Influence of network media is increasing, so the government can not to, so the government response to the network opinion will emerge as the times require. In this paper, model and operation process as a starting point, analyses the realistic basis of our country’s government response mechanism of network public opinion construction, pointed out that in recent years China government has made considerable achievements in this aspect, the main performance is: the government has established with the netizen, netizen communication mechanism expression of enthusiasm continue to rise, the government response to public opinion of network capacity,.And from the typical event of network public opinion response mechanism with government, "analysis of 7.23 Bullet trains rear-end" and "Sun Yugang" incident. From a more rigorous sense, contemporary Chinese government response mechanism of network public opinion still exist obvious shortcomings, the government response to the slow speed, the government’s response to the attention degree is low, the government’s response to the insincere attitude, the government’s response to the sense of responsibility is not strong, make the main cause of these problems lies in: public values biased the transformation of government’s administrative idea,, the government failed to public opinion on the network, cognitive deviation existed in government behavior cynicism frontier, lack of government responsibility low. Therefore, to improve the mechanism Chinese government response to the network of public opinion, to be injected into the network "energy" mechanism, correctly grasp the concept of network culture; open the network political people "interaction" mechanism, the collection of network public opinion public willingness; identifying information "gatekeeper" mechanism, screening network public opinion to establish the correct value; network public opinion "coping" mechanism, take the initiative to deal with the public opinion; the innovation of the government response to public opinion of network "feedback" mechanism, grasp the government practice of right and wrong; the government of public opinion on the network "guide" mechanism, the transformation of government behavior pattern更多还原
