【摘要】 在国家实施区域经济协调发展、积极推动区域大通关战略的背景下,沿海港口积极寻求内陆资源,内陆地区迫切需求低耗高效的通关港口,“内陆港”这一能够实现共赢的运营主体和运行机制在我国迅速兴起,从北到南逐渐形成了若干个内陆港群。天津港作为建设中国北方国际航运中心和国际物流中心的核心载体,早已抢先布局,大力推进内陆无水港建设。经过十多年的建设运营,形成了内陆物流网络覆盖面持续扩大,物流节点规模等级逐步提升,经营效果不断提高的内陆港网络体系。但是,随着全国各主要港口不断参与到内陆港的投资建设,内陆腹地资源市场已经由“蓝海”变成“红海”,单纯的增加内陆港数量、盲目的同质化建设,已经不能达到预期目的,甚至会投入无收益的运营成本。这势必需要各港口创新运营机制、循序转型升级、做好与内陆港的协同发展研究,寻求新的增长方式和突破点。本篇论文通过对内陆港的发展历程进行分析,总结出国内外建设内陆港的现状与问题。通过对国内外重要港口建设运营内陆港的做法进行研究、寻找出内陆港发展的共性和差异。通过对天津港地理位置、贸易环境、政策红利和对多年来与内陆港发展协同效果的分析,加之预测出未来天津港通过与内陆港的协同发展,得到的吞吐量和经济指标的增长区间,查找出天津港今后需要解决的问题,并提出了相应建议。明确天津港未来要科学优化内陆物流网络布局、合理确定内陆港通关模式、逐步提升内陆港运营质量水平、不断完善内陆港服务功能。更多还原

【Abstract】 Under the background of the national implementation of regional economic development and the promotion of regional customs clearance strategy, the coastal ports are searching for inland resources besides the interior land require the seaport which is high efficiency and low consumption. "Land Port" rose quickly, this operation mechanism can achieve a win-win situation, several land port groups appear from north to south of the country. As the core carrier of northern shipping center and international logistics center, Tianjin Port has become the fisrt which vigorously promote the construction of land port. After a decade’s development, the land port network has already matured, the coverage, logistics level and operating results are continuously improved. But with the nation’s major ports participate in land port’s investment and construction, the available resources from inland are no longer abundant. Increase the number or expand the scale is useless to attain a desired goal, even add the cost of operation. The ports have to innovate mechanism, change and upgrade, for seeking a new growth and breakthrough.Depending on the analysis of the land port’s development process, this paper sums up the current situation and problems from land port in domestic and foreign countries, also can find out the similarities and differences. Through the analysis of Tianjin port’s location, trade environment, policy bonus and achievements, will predict the future trend between Tianjin port and land port, also can obtain the increase range of throughput and economic indicators. Tianjin port needs to find the problems to be solved, and make recommendations accordingly. In the future, Tianjin port needs to optimize network layout, determine clearance model, improve operational quality levels and ameliorate service functions, promote the coordinated development of Tianjin port and land port.更多还原
