【摘要】 随着经济社会的不断发展,各国普遍确立了以企业为主体的国家创新体系,企业对一个国家技术创新的作用日益显现,发挥了越来越重要的作用。从福建来看,中小企业在福建省的经济发展过程中起到了举足轻重的作用。福建省经济以中小企业为主的特性以及中小企业在技术创新中所具有的种种优点,共同决定了中小企业在福建省产业技术创新中的重要地位。当前,福建省中小企业存在创新意识淡薄、创新人才缺乏、创新投入不足、服务体系不完善等问题,其原因有内外部诸多因素。在国内外竞争日益激烈的情况下,发展福建中小企业,提高中小企业技术创新能力和水平是关键。借鉴国内外中小企业技术创新诸多成功经验,福建省应从宏观和微观两个层面积极引导、支持中小企业技术创新,一方面充分发挥企业在技术创新过程中的主体作用,结合实际,在自主创新、模仿创新和合作创新三种技术创新路径中选择符合自己特点的路径,另一方面国家应从加大知识产权保护力度、为中小企业技术创新建立多元的投入体制以及完善社会化服务机构等方面多下功夫,从而促进中小企业快速、可持续发展。更多还原

【Abstract】 With the continuous economic and social development, countries generally established enterprises as the mainstay of the national innovation system, enterprises become more and more the role of a national technology innovation has played an increasingly important role. From the point of view of Fujian, SMEs played a pivotal role in the process of economic development in Fujian Province.The characteristics of Fujian Provincial Economic as well as all the advantages of SMEs in technological innovation together determine the important position of SMEs in the industrial technology innovation in Fujian Province.At present, there are a couple of problems in Fujian SMEs, such as a weak sense of innovation, lack of innovative talents, insufficient investment in innovation, imperfect service system, etc. which are concerned with its internal and external reasons and many other factors. Under an increasingly competitive domestic and international circumstance, improving the technological innovation capability and level is the key to the development of SMEs in Fujian.Learning from much successful experience of Home and abroad SME Technology Innovation, Fujian Province should actively guide and support the technological innovation of SMEs on the macro and micro levels. On the one hand, Fujian Province should fully play the main role of enterprises in the process of technological innovation, and select the path in line with its own characteristics from independent innovation, imitating innovation and cooperative innovation. On the other hand, the nation should strengthen IPR protection, establish a diversified investment system of technological innovation for SMEs and improve the social service agencies to promote SMEs’rapid and sustainable development.更多还原
