钒钛产业生态工业园区产业链评价指标体系研究
A Study on Industrial Chain Evaluation Index System in Eco-industrial Park of Vanadium and Titanium Industry

【摘要】 传统经济的工业生产模式对环境造成严重的影响和破坏,加深人类社会与自然环境之间的矛盾,循环经济则试图通过改变传统的工业生产模式来缓和人类社会与自然环境之间的矛盾。诸如清洁生产理论与工业生态学理也由于相似的原因被提出。以这些理论为基础,生态工业园这种工业形式随之产生。生态工业园是实现循环经济的重要途径,而产业链则是生态工业园的核心。因此,研究生态产业园产业链有助于生态工业园稳定和可持续发展。本文以3R原则、科学性和准确性原则、可行性原则及全面性和整体性原则为构建原则,以环境保护部与四川省环境保护厅制定的相关标准和国内外钒钛产业的实际情况为构建标准,从经济发展、循环利用、生态环境建设、公众支持、产业链污染物排放、产业链稳定性和产业链效率等方面构建了钒钛产业生态工业园区产业链评价指标体系和相应评价模型。该指标体系包括三个层次:①目标层即钒钛产业园生态工业园区产业链现状;②准则层由7个指标构成即经济发展、循环利用、生态环境建设、公众支持、产业链污染物排放、产业链稳定性和产业链效率等指标;③目标层包括27个指标。本文调查攀枝花钒钛产业园区产业链基本情况并对其进行分析:该园区的主导产业为钒钛、钢铁机械制造及配套的化工、有色电冶产业,因此该园区的产业链是一个综合性产业链,它的构成是以钛产业链、钒产业链、钢铁机械制造产业链及钒钛产业附属产业链等子产业链为主,结合园区静脉产业链复合而成。本文以攀枝花钒钛产业园区为例,利用构建的评价指标体系和评价模型,结合该园区产业的相关数据,对其产业链进行评价。得出“攀枝花钒钛产业园产业链现状为‘优’”的评价结论。根据评价结果,对该园区的经济发展、循环利用、生态环境建设、公众支持、产业链污染物排放、产业链稳定性和产业链效率等方面提出了发展建议。
【Abstract】 The industrial production mode of traditional economy is continuing damage to the environment, which deepens the contradictions of human society and the natural environment, while recycling economy is trying to change this kind of production model to ease the contradiction between human society and the natural environment. Some theories such as Cleaner Production and Industrial Ecology have also been proposed because of similar reasons. Based on these theories, this industry in the form of eco-industrial park formed. Eco-Industrial Park is an important way to achieve circular economy, while industry chain is the core of eco-industrial park. Therefore, the study of eco-industrial chain contribute to the stability and sustainable development of eco-industrial park.In this paper,3R principle, the principle of scientific and accurate, feasibility principle comprehensive principle and holistic principle are the principles of constructing the model. Related standards developed by the Ministry of Environmental Protection, related standards developed by Environmental Protection Agency and the actual situation of Vanadium and Titanium industry are standard of constructing the model. On the basis of these principles and standards, industrial chain evaluation index system and evaluation model in eco-industrial park of vanadium and titanium industry were construct. The index system includes economic development, recycling, ecological environment construction, public support, industrial chain emissions, the stability of the industrial chain and industrial chain efficiency. This paper investigated the basic situation of Panzhihua Vanadium and Titanium industrial park’s industrial chain:the park’s main industries is vanadium and titanium industry, machinery manufacturing industriy, supporting chemical industry and nonferrous metals electric smelting industry, so that the park chain is a comprehensive industrial chain, its composition is based on titanium industrial chain, vanadium industrial chain, machinery manufacturing industrial chain and sub-affiliated industry of vanadium and titanium industrial chain, combined with Vein industrial chain. Panzhihua vanadium and titanium industrial park as an example, this paper used the evaluation index system and evaluation model, combining with the relevant data, to evaluate the industrial chain. This paper make a conclusion of that the status of industrial chain in Panzhihua vanadium and titanium industrial park is good. According to the results, this paper gave some to suggestion on economic development, recycling, ecological environment construction, public support, industrial chain emissions, the stability of the industrial chain and industrial chain efficiency.
