【摘要】 近年来,随着经济发达地区路网的逐步完善,目前等级公路的建设重心正在往经济欠发达地区转移。四川藏区随着近年来自驾旅游的兴起,区域经济的快速发展,国家日益加大的政策扶植等一系列原因,正逐渐成为等级公路建设项目集中区。对于此类欠发达地区而言,其艰苦的自然条件和复杂的社会环境造成了等级公路建设前期规划的不可控性较为突出,与之伴随而来的投资失控、社会稳定等问题却一直没有得到很好的解决。长期以来众多学者认为项目在前期投资控制尤为重要,但对于四川藏区等级公路建设却没有针对性的研究课题。理论研究和实际运用两方面的供需不平衡导致急切的需求对此类地区交通项目可行性研究进行相关探讨,统计基础数据,总结实际经验,形成高质量的研究成果,以指导四川藏区等级公路建设可行性研究工作。本论文从交通建设项目可行性研究重点工作经济评价和风险评价入手,对四川藏区等级公路建设进行深入研究。首先介绍了其研究的背景及意义,采用的研究方法以及思路,并根据以往专家学者的研究成果结合实际情况,提出了目前研究存在的问题和不足,论述了本论文研究的实际需求性。其次介绍了相应的经济评价和风险评价的理论,紧跟着分析了四川藏区等级公路建设的社会特点和自然特点,总结归纳出四川藏区经济评价和风险评价的影响因素。然后结合上面的分析研究,采用国民经济相关方法对此类项目进行经济评价,最后采用单因素风险分析法,对项目风险进行定量分析,针对性的提出具有可操作性的风险应对策略,使风险得到较好的控制。针对性、系统性的对四川藏区的等级公路建设项目进行经济评价可以提高政府投资的效用,能为等级公路的项目建设提供科学有效的支撑,保障国家财政资金的高效使用；合理的风险评价可以提高项目的可实施性,减少项目风险,进而提高政府的公信力,从而促进等级公路建设有序长效开展。同时,本论文的研究也能补充完善区域性可行性研究理论,丰富我国建设项目可行性研究的内容,这也是本论文研究的意义所在。更多还原

【Abstract】 In recent years, as the road network of economic developed regions gradually improve, the key point of building classified road is transferring to economic underdeveloped regions now. Because of a series of reasons such as, the rise of self-driving travel, the rapid development of regional economy and more and more supporting policies from government, Tibetan areas of Sichuan Province become the focus of the classified road construction. As for these economic underdeveloped regions, the harsh natural conditions and the complex social environment cause the construction project has some uncontrollable factors in it’s early planning. At the same time, the problems of runaway investment and the stability of the society have not been solved well. For a long time, many scholars believe that investment control in early planning is particularly important, but there is no targeted research subject for classified road construction in Tibetan areas of Sichuan Province. We need to consider this kind of area traffic project feasibility and collect basic data, sum up the experiences of actual, work out the research results because of the imbalance between theoretical research and practical use, and then we can guide the work of classified road construction in Tibetan areas of Sichuan Province.The main purpose of this thesis is to study the problem of classified road construction in Tibetan areas of Sichuan Province deeply by economic assessment and risk assessment. Firstly, it introduces the background and significance of this research and how we do this research. After that, it puts forward some problems in the research and discusses the actual demand of this research according to the research results of the scholars in the past and combining with the actual situation. Secondly, it introduces the theory of economic assessment and risk assessment, analyses the social and natural characteristics of classified road construction in Tibetan areas of Sichuan Province. What’s more, it concludes the influential factors of economic assessment and risk assessment in Tibetan areas of Sichuan Province. At the same time, this thesis also complements the theoretic study of regional feasibility, and enriches the content of feasibility study of construction project in China, and this is where the significance of this research lies in.Making economic assessment to high altitude nation areas grade highway construction project Targeted and systematically can improve the effectiveness of government investment, provide classified road construction with scientific and effective support, and it also can ensure the efficient use of the state financial capital. The reasonable risk assessment can improve the feasibility of the project, reduce the project risk, thus improve the government’s credibility and promote classified road construction development effectively as well as sequentially. Meanwhile, the research of this paper can supplement the investigative theory of regional feasibility, enrich our country’s research content of construction project feasibility.
