面向铁路货场的物流园区布局与交通组织优化研究

【摘要】 在铁路货运改革的大背景下,我国铁路货运站为适应物流市场的发展与变化,开始向现代物流转型,依托铁路货场而建的物流园区应运而生。然而此类园区在建设过程中出现了园区内部的交通组织拥堵,园区内运作效率不高、运输成本增加、运输时间变长等问题。针对这一现状,为实现园区运作效率高、交通组织顺畅,提出了本文的研究内容。首先,文章分析了依托铁路货场而建的物流园区(以下简称铁路物流园区)与传统货场的区别,提出园区功能设置的要求,重点分析了园区布局与交通组织之间的联系,结合铁路物流园区的布局、交通特点,提出了基于铁路物流园区布局方案对园区的内部交通组织进行研究的思路。其次,以已有的布局及交通组织理论研究为基础,结合铁路物流园区的特点,充分考虑铁路货场的既有设施(既有仓库、既有铁路装卸线等)对布局的影响,运用改进的SLP方法,对园区的功能区布局进行研究,并通过遗传算法求解得到最优的布局方案。基于得到的布局方案,结合园区周边的实际情况,主要考虑园区道路布置、出入口、停车场等因素,对园区内的交通组织进行优化。在道路布置及优化方面,运用目标规划模型对其进行优化,使得园区内道路有层次的布置;在出入口优化方面,运用定性与定量相结合的方法对其进行优化,使得各功能区通过出入口的距离最小;在停车场方面,文章对其优化方法进行了简要介绍,结合园区功能区业务类型,确定了停车场的优化方案。最后,文章以某市依托枢纽综合型的铁路货场而建的物流园区T为例,运用改进的SLP方法得到布局方案,并对其交通组织进行优化,验证了本文研究成果的实用性和有效性。

【Abstract】 In the context of railway freight reform, the railway freight station in our country has begun to transform into a modern logistics in order to meet the development and changes of the logistics market. Logistics parks relying on the railway freight yard arise. However, problems arise in the process of building the park, such as the operation inefficiency, traffic organization congestion, increased transportation costs and time, etc. Based on the status quo, the research is put forward in order to achieve high operational efficiency and unimpeded traffic organization of the park.Firstly, the differences between the logistics park relying on the rail freight yard (hereinafter referred to as the Railway Logistics Park) and the traditional freight yard are proposed in the paper. The requirement of the park’s feature set is proposed, and the links between the park’s layout and traffic organization is analyzed. Combined with the characteristics of the railway logistics park layout and traffic organization, the idea of the internal traffic organization based on the layout scheme of the railway logistics park is proposed in the paper.Secondly, on the basis of the existing theoretical study of the layout and traffic organization, the impact of the existing railway yard facilities(existing warehouses, existing loading and unloading railway lines, etc.)on the layout is fully considered combining with the features of railway logistics park. By using the improved SLP method, the layout of the functional area is studied. The best layout scheme is got through genetic algorithms.Based on the obtained layout scheme and the combination of the actual situation surrounding the park, the traffic organization in the park is optimized considering the road layout, entrances, parking lot and other factors. In the phases of road layout optimization, the goal programming model is used to arrange the inner road of the park hierarchically. In the entrance optimization, qualitative and quantitative methods are adopted in order to achieve the minimum total distance between each functional area and the entrances. The optimization of the parking lot is briefly introduced in the paper. And the optimization solution of the parking lot is proposed combined with the business type of the functional area in the park.Finally, the logistics park T relying on an integrated railway freight yard hub is taken as an example. The layout scheme is got by using an improved SLP method.Further, the traffic organization of the park is optimized. In turn, it verified the practicality and effectiveness of the research.
