【摘要】 老龄化,作为当代中国一个无法回避的民生问题,吸引了越来越多来自政府、学界及民间的关注。而面对这股“银发汹涌”的浪潮,各方是否有足够的能力应付?本文通过选取老龄化趋势下上海黄浦区社会公共养老问题作为研究对象,通过对第五次、第六次黄浦区人口普查数据中老年人口相关数据的深入研究,从马斯诺需求层次理论、社会生态系统理论、福利多元化理论等分析了上海黄浦区老龄化趋势、社区养老现状,养老服务存在的主要困难、瓶颈所在。同时参考了日本、香港等地区的公共养老服务的实践与经验。针对上海黄浦区现今出现的机构养老床位的缺口和家庭养老的不足,提出统筹发展居家养老、机构养老和其他多种形式的养老,充分发挥政府、家庭、社会三方的力量共同参与养老,并研究他们各自的功能和角色定位,这才是目前解决养老难题的应对之策。具体包括政府应明确在养老供给中的责任重点及边界,合理设计公共养老服务责任体系,有效地整合社区、家庭和专业化养老组织等各类资源,更充分地发挥市场和专业化服务在社区养老中的功用,并从中得出适应上海黄浦区多元化养老服务的经验和启示——即建立“居家来养老,社区有支撑；政府保基本,市场做调节”的养老服务体系。最后提出分层次、分阶段的养老补助机制、养老服务准入评估体系,增强“医养联动”,公共服务重点向“实有人口”转变,完善政府、社会、家庭共同构成的养老服务新格局等新措施与新方法。更多还原

【Abstract】 Aging, as an unavoidable issue of people’s livelihood in contemporary China, is attracting more and more interest from the government, academia and the private. How to face the "silver tide surge", whether the parties have enough ability to cope with?This paper selected the aging trend of shanghai huangpu district’s public pension problem as the research object, through in-depth study on the fifth, the sixth Huangpu District census data in the elderly population data, from Maslow demand layer theory, social ecosystem theory, welfare pluralism theory, analysis the aging trend,community endowment situation,difficulties and the bottleneck of pension services for the old service. Also refered to the practice and experience of Japan, Hongkong and other areas of public pension services.Aiming at shortage of current institutional pension beds and family pension in shanghai Huangpu District, proposed co-ordinate the development of Home care service, pension institutions, and other forms of pension, give full play to the government, family and society, and study their functions and roles, this is the proper meaning at present to solve the pension problem. Including government’s clear responsibility and key boundary in the pension supply in public pension services, the rational design of the responsibility system, the effective integration of community, family and professional nursing organizations of all types of resources, giving full play to the market and professional services in the community pension function, and draw the experience and Enlightenment of diversified community endowment in shanghai huangpu district ---namely the establishment a the aging service system of "home pension, community support; government secure basic, market make adjustment". Finally, the paper proposed different levels of pension benefits mechanism, pension service access evaluation system, strengthen the "medical aging-care support linkage", focusing on public service to the "actual population" change, improving the pension service pattern of combination of government, society, family and other new measures.更多还原
