【摘要】 众所周知,农业科技服务是科技成果转化成生产力的纽带,是农业科技服务体系的重要组成部分,是国家对农业支持保护的重要载体,是实施科教兴农战略的有力支撑,是实现农业现代化的科学保障,是新时期进行农业和农村经济结构性调整的主要渠道。它与农业科研、农业教育并称为农业发展的“三大支柱”。研究杨凌现代农业园区的农业科技公共服务主体,不仅可以探究、验证与农业科技公共服务主体的相关理论基础,还可以为进一步研究农业科技公共服务体系、完善服务主体职能提供支撑,进而促进各服务主体间的和谐互助关系。本文详细阐述和研究了当前国内外农业科技公共服务的研究现状,阐述了杨凌现代农业示范园区的建设和发展情况,分析了当前杨凌现代农业科技公共服务主体现状,剖析了农业科技公共服务主体服务工作中存在的问题,并对杨凌现代农业示范园区的农业科技公共服务主体进行了认真研究,在此基础上,提出了优化农业科技公共服务主体服务的对策和建议。本文认为,杨凌现代农业示范园区的公共服务主体研究具有一定的意义,党政部门通过“农高会”特色科技服务平台、职业农民培训、农技工作以及基础设施建设与维护的形式,科研院所以为园区提供人才和科技服务、培养园区劳动者的科学技术和文化综合素质、促进科技成果的转化和提供信息服务,入园企业为园区提供科技培训与服务、科技研发和销售渠道、促进园区发展,农村经济专业合作组织提高科技服务水平、农户进行言传身教,从而园区农业科技公共服务做出贡献。本文通过实地分析,论述了杨凌现代农业示范园区农业科技公共服务存在的问题,主要存在于管理体制、服务主体提供服务、以及主体间相互协作等方面。针对这些问题,提出来优化农业科技公共服务的对策和建议:首先要认可党政部门在农业科技公共服务中的主导地位;其次要明确其他现有农业科技公共服务主体的职能,提升服务水平;再次要大力培育多元化新兴农业科技公共服务主体并提供信息平台;最后要强化主体间的和谐互动关系等。更多还原

【Abstract】 As we known,agricultural sci-tech service is the transformation of sci-tech achievements into productivity, the important part of agricultural sci-technology service system, the national significance carrier for protection of agricultural support, the strategy of sinon by science and technology strong support, the scientific guarantee of realize agricultural modernization,and the structural adjustment of agriculture and rural economy in the new period of main channel. Agricultural sci-tech service, agricultural research and agricultural education are known as the "three pillars" of agricultural development.Research on Yangling modern agricultural park agricultural sci-tech public service principal, not only can explore, validation the agricultural sci-tech public service principal related theoretical,but also can study on agricultural sci-tech public service system further and perfect the service principal function. Finally it promotes the harmonious mutual relationship between the service principal.This paper studied in detail the research status quo of current domestic and foreign agricultural sci-tech public service.The paper expounds the the development of Yang ling modern agriculture demonstration park, analyzes the current status of Yangling modern agriculture demonstration park agricultural sci-tech public service principals.Analyze the problems existing in the agricultural sci-tech public service work, and study on the agricultural sci-tech public service of Yangling modern agriculture demonstration park.On this basis, put forward the countermeasure and the suggestion of optimizing agricultural sci-tech public service.This paper argues that research on agricultural sci-tech public service principals of Yangling modern agriculture demonstration park has a certain meaning. party and government departments through the CAF characteristics of sci-tech service platform, vocational farmers training, agricultural extension, and the infrastructure construction and maintenance.In the form of scientific research institutes thought park with talent and technology service, develop the park the science and technology and culture quality of laborer, the transformation of sci-tech achievements, and to provide information services. Enterprises provides technicaltraining and service for the park, science and technology research and development,and sales channels, promote the development of the park.Rural economic cooperation organization improve the level of science and technology service. Farmers precept, which park of agricultural sci-tec contribute to public service.This paper, through on-the-spot analysis,discusses the problems of agricultural sci-tec public services in Yangling modern agriculture demonstration park, mainly exist in the management system, service principals to provide services, as well as the interaction between the principal, etc. To solve these problems, put forward countermeasures and suggestions of optimizing agricultural sci-technology public service: First of all, to recognize the government in the public service of agricultural sci-tech leading position; Secondly to clear other existing agricultural sci-tech public service principals function, improve service levels; Again to foster diversified emerging information platform of agricultural sci-tech principals and provide public services; Finally, strengthening the harmonious interaction between the principal, etc.更多还原
