【摘要】 自2008年IBM首先正式提出智慧城市概念以来,在全球范围内,建设智慧城市的涓涓细流便迅速汇聚成了一波建设未来城市的新理念和新实践的汹涌浪潮。智慧城市这一城市建设的新形态,在全世界范围内很快成为了城市发展和进步的重要途径和主要标志,对传统城市建设模式和运营模式形成了颠覆性的冲击。中国积极融入智慧城市建设浪潮,重庆市也有4个区县主动先期开展国家智慧城市试点,但建设资金不足已经成为了制约智慧城市建设的瓶颈。本文以重庆市智慧城市建设融资的现状及存在的主要问题为研究重点。首先,介绍了研究背景、研究意义、国内外研究现状和研究思路、内容与方法；其次,对智慧城市建设融资涉及的智慧城市、城市建设、融资相关理论进行了说明和界定,并就理论交叉问题进行了厘清和阐释；再次,分析了重庆市智慧城市建设融资的现状,并在此基础上分析了存在的主要问题；然后,介绍了目前国内外智慧城市建设融资的典型经验；最后,从四个方面对重庆市智慧城市建设提出建议。具体章节安排如下：本文首先介绍重庆市智慧城市建设融资问题研究的背景,阐明开展此项研究的意义,综述国内和国外的研究现状,介绍本文的研究思路、研究内容和研究方法,以及可能的新意与不足。其次对智慧城市建设融资涉及的智慧城市的概念、内涵、特征、层次架构、典型应用进行界定,对一般城市建设理论的城市、城市建设、公共产品、自然垄断、城市经营进行阐释,对融资的概念、城市建设融资、项目融资等进行说明,结合智慧城市建设实际,对上述理论的四个交叉问题进行了阐述,并介绍了智慧城市建设的五种常见融资模式。接着对重庆市智慧城市建设融资现状分析,介绍了重庆市概况和重庆市智慧城市建设的现状,从政策、经济、金融三个方面从环境维度进行现状分析,对南岸区、两江新区、江北区、永川区四个正在进行国家智慧城市试点的区县从地域维度进行现状分析。然后分析重庆市智慧城市建设融资存在的主要问题,在分析重庆市财政局、统计局、经信委、建委、通管局等政府部门披露的经济运行数据的基础上,指出重庆市智慧城市建设融资当前存在着四个主要问题：一是融资主体上,多元格局尚未形成；二是融资渠道上,缺乏创新手段；三是融资分布上,存在相对失衡；四是融资回报上,周期与收益存在不确定性。接着对国内外智慧城市建设融资典型经验进行概述,概要介绍了国外智慧城市建设融资中比较典型的美国模式、日本模式、西欧模式和国内智慧城市建设融资中比较典型的浙江模式、北京模式和无锡模式,以期对重庆市智慧城市建设融资有所借鉴。最后对重庆市智慧城市建设融资提出了四条原则性建议：一是正确认识智慧城市是做好建设融资的前提条件；二是政府重在为智慧城市建设融资做好战略指引；三是资本市场是智慧城市建设融资的主战场；四是采取适宜的融资模式是建设融资成功的关键。智慧城市建设是新生事物,特别是在重庆市,涉及智慧城市建设这一主题的研究不多,探讨其融资问题的则更少。本文试着对智慧城市建设融资问题进行研究和探讨,以期能够抛砖引玉。更多还原

【Abstract】 Since the conception of the Smart City was firstly proposed by IBM in 2008, it was promoted extremely and globally as the symbol of the future City’s development, shocking the traditional City’ instruction methods. China now is getting involved into this huge wave, and there are 4 county pilot projects in Chongqing on the way to the Smart City also, but the short of fund has been a huge hurdle.This essay focuses on the current situation and disadvantages during the instruction and fund-raising of the Smart City. Firstly,Iwill introduce the research background and significance; The overseas and domestic research statistics; the research projects; research methods and the research content. Secondly, I will illustrate and identify the related notion and the intersection of the Smart City, analyze the current situation and disadvantage of the Smart City in Chongqing. Finally, I will introduce the successful oversea and domestic fund-raising experience of the Smart cities, followed by advises on the instruction of the Smart City. And my specific chapters are as the following:1 st The background and significance of the research, the overseas and domestic research status, the research projects, the research methods and the research content and the probable innovation and disadvantages.2nd Chapter The notion and model of the fund-raising for the instruction of the Smart City. This chapter will identify the conception, content, characteristics of the Smart City, the urban instruction, public goods, natural monopolies and the enterprise fund-raising etc, and I will also introduce the 5 common patterns of the fund-raising for the instruction of the Smart City.3nd the current situation of the fund-raising of the Smart City in Chongqing. This chapter concludes the general introduction of Chongqing and the current situation of the fund-raising of the Smart City in Chongqing, followed by the availability from the 3 aspects:the policy, the finance and the economy, the current situation of the fund-raising of the Smart City in Jiangbei,Nanan,Yongchuan, Liangjiang area in Chongqing.4th Chapter the disadvantage of the fund-raising of Smart City in Chongqing. In this chapter I will point out the variation of the fund-raising of Smart City in Chongqing based on the financial data from the bureau of finance and the statistic bureau in Chongqing.5th Chapter The introduction of the oversea and domestic successful experience of the fund-raising of the Smart City. I wil focus on the American model, Japanese model, the western Europe model and the Zhejiang Beijing, Wuxi model.6th Chapter My advises on the fund-raising of Smart City in Chongqing.1.the correct understanding of the Smart City is the precondition of the fund-raising.2. The government should work as the direct Strategically for the fund-raising of Smart City.3.The capital market is the main market for fund-raising of Smart City4.Adapting the appropriate methods to raise fund is essential to success.The Smart City is an new-born phenomenon, especially for Chongqing. And the research on this phenomenon is not too much, not mention the research on its fund raising.
