基于产业创新系统的中国制造业创新绩效研究

【摘要】 制造业是我国国民经济的支柱产业因而备受关注,中国制造业一直以来处于全球产业链的低端,缺乏自身的核心技术,而逐步沦为世界产品加工厂,特别是近年来,其低成本的优势也在逐步丧失,面临着巨大的挑战,因而亟待开创新型工业化道路从而支撑中国经济的持续增长,对于制造业而言关键是提升行业的自主创新能力,向全球产业链的高端转移,逐步形成自己的核心竞争力。本文旨在运用产业创新系统的分析框架对制造业行业层面以专利衡量的创新绩效的决定机制进行研究,一方面是在产业创新系统分析框架下定性分析,特别是定量分析的一种尝试;一方面可以为创新经济学的学术研究提供行业层面数据的实证补充,另一方面也可以为提高中国的自主创新能力提供有益的借鉴。本文首先梳理了了产业创新系统理论发展脉络,国家创新系统理论、技术系统理论、进化经济学为后期产业创新理论的提出奠定了理论基础。之后对中国制造业创新系统的主要特征及其十年间的变化趋势进行描述与分析。在此基础上基于产业创新系统提出了一个概念性的分析框架,主要包括三个分析维度:知识和技术领域、行为者和网络、制度,并且衍生出了具体的分析指标。其次在实证部分,本文选取了中国制造业27个行业作为研究样本主要分为两个阶段进行实证研究。第一阶段通过DEA模型测算2002—2011年制造业整体的创新效率值和27个行业根据技术密集程度聚类分组后各自的创新效率值。第二阶段通过面板回归模型分析具体因素对制造业行业分组创新绩效的影响。本文的研究表明中国制造业整体的创新效率值偏低,在10年间呈缓慢增长的趋势,制造业行业内部效率严重分化,再结合创新绩效影响因素方面的分析,本文提出,优化制造业行业创新资源的配置,健全制造业行业内部的学习机制,改进政府补贴行业创新活动的制度安排等方法提升制造业行业的创新绩效,从而促进中国制造业行业自主创新能力的提高。

【Abstract】 Manufacturing industry is the pillar industry of the national economy and therefore, much attention has been paid to research on innovation performance of the Manufacturing industry, on one hand this thesis can provide innovation economy learning academic research with supplement of empirical data on the level of industry under the framework of industrial innovation system, on the other hand can also to improve China’s capacity for independent innovation in order to provide the beneficial reference.Firstly, This thesis established an analysis framework based on the industrial innovation system, this system includes the analysis of three dimensions:knowledge and technology, system, behavior and network, and then on the basis of the derived out specific analysis indicators. In the empirical part, this thesis selected the 27 Chinese manufacturing industries as the research sample. Under the analysis framework of industry innovation system, it is divided into two stages for empirical research. The first stage is through DEA model to measure the innovation efficiency of the overall value of manufacturing industry from 2002 to 2011 and 27 manufacturing industry according to technology intensive industry cluster grouping after their respective value innovation efficiency. Then, through panel regression model, this thesis analyses the specific impact on manufacturing industry grouping innovation performance.In this thesis, the research suggests the innovation efficiency of the overall value of manufacturing industry is low. It shows a trend of slow growth, also internal efficiency serious differentiation manufacturing industry in 10 years, combining the analysis of the factors influencing the innovation performance is put forward in this thesis, optimization of manufacturing industry innovation resources optimization allocation, improve the learning mechanism in the manufacturing industry, improve the government subsidies to industry innovation methods such as institutional arrangements to promote the innovation performance of manufacturing industry, to promote the improvement of China’s manufacturing industry’s capacity for independent innovation.
