【摘要】 近年来,作为档案事业新发展的数字档案馆项目建设受到了前所未有的重视。而数字档案资源建设是整个数字档案馆项目的核心内容,其建设中的风险管理好坏将直接关系到数字档案馆项目的建设质量,乃至成败。因此有关于数字档案资源建设风险管理的研究有一定的现实意义。通过对国内外研究现状的回顾,将数字档案馆资源建设风险因素识别确定为本文的研究内容。本文以《数字档案馆建设指南》、信息资产管理目标和TOE研究模型为基础,从三个维度构建出论文研究的集成框架。该框架包括数字档案资源建设的内容,包括电子文件接收、档案数字化、资源整理、建立数字档案资源库这四部分；数字档案资源建设的目标,包括真实性、完整性、安全性、可靠性、合规性这五个方面；数字档案资源建设的风险成因,包括技术层面、制度层面、文化层面这三大类。凭借该集成框架,经过对《数字档案馆建设指南》等相关的政策法规或标准的梳理和总结归纳,结合前期调研反馈中反映的各地数字档案馆建设暴露出的有关资源建设方面的问题,再运用目标偏离法,最后形成包括技术、制度、文化三大类具体的风险因素并汇总成表格形式呈现出来。本文可以为档案部门在数字档案馆项目建设中的资源建设环节能顺利实施提供一定的参考。更多还原

【Abstract】 In recent years, the construction of digital archives project received unprecedented attention as a new development of archives. The construction of digital archives resources is the core of the digital archives project. The risk management of its construction will directly relate to the construction quality of the digital archives project, and even success or failure. So there are some practical significances of the research on the risk management of the construction of digital archives resources.By reviewing the present research, we determine the content of this paper. It is identification of risk factors on the construction of digital archives resources. The paper takes A Guide to the Construction of Digital Archives, the goal of information asset management and TOE research model as a foundation. Then we build the integrated framework of this paper. The framework includes the contents of the construction of digital archives resources, the targets of the construction of digital archives resources and the risk causes of the construction of digital archives resources. The contents of the construction of digital archives resources include electronic documents received, archives digitization, resources reorganization and the construction of digital archives resource library. The targets of the construction of digital archives resources include authenticity, integrity, security, reliability, compliance. The risk causes include technology, system and culture. Based on this framework, we summarize A Guide to the Construction of Digital Archives and other standards. Then we review the previous survey responses. At last, we identify three risk factors of technical, system, cultural by target deviation method, and then present them in the form of table.
