【摘要】 十八大以来,在新一届党中央的高度重视下,反腐高压态势居高不下,习近平总书记多次强调,反腐败要“老虎”“苍蝇”一起打,坚持以零容忍的态度、壮士断腕的勇气,举起反腐利剑坚决遏制腐败现象的蔓延势头。网络反腐作为信息时代化的政治现象,逐渐由“腐败问题评析”演变为指向性极强的“腐败现象透视”和“腐败行为检举”,网络反腐的受力面之大、影响面之广,已成为不可忽视的社会现实。但随着网络反腐的纵深发展,其问题不断涌出。网络反腐作为传统体制内反腐的有效补充,应在发挥功能互补优势的同时认识到网络反腐的局限性。当下针对网络反腐,应结合我国目前的反腐现状,建立完善科学的网络反腐体系,从而长期发挥网络反腐的有力功效,深入推进反腐败斗争。本文基于新时期中国特色网络反腐体系的构建,运用系统分析法、案例分析法、文献研究法,从以下三大部分展开研究:第一,通过阐述网络反腐从萌芽出现到发展至今的历程,以及十八大后的反腐现状来表明网络反腐已形成当前不可忽视的局面,引出网络反腐的重要性。其次分析网络反腐之所以存在的实质、构成要素和网络反腐这一现象出现的成因,从而在分析的过程中把好网络反腐的来龙去脉。第二,揭示网络反腐这把“双刃剑”的反腐正能量和负效应,在正反两面的对比过程中,先通过回放近几年网络反腐的典型成功案例来说明网络反腐的积极效应,然后针对网络反腐出现的问题,阐述网络反腐在伦理道德、思想认知、网络技术、法规制度、机制建制五个层面的局限性及其危害。在对比的过程中取网络反腐之长处,改网络反腐之不足。第三,既是文章的重点也是文章的点题之笔,首先提出完善网络反腐体系的引导思路应该是重法治反腐,避人治反腐;重理性反腐,避情绪反腐;重科学反腐,避盲目反腐。其次,衔接第二章中网络反腐的问题局限,呼应阐述网络反腐在法制建设中,应善“管”网络反腐;制度建设中,应善“助”网络反腐;机制建设中,应善“用”网络反腐;平台建设中,应善“推”网络反腐,从而构建科学完善的具有中国特色的网络反腐体系。更多还原
