【摘要】 今天国际竞争已进入软实力角逐的时代,国家文化安全成为各国最大的政治诉求,文化软实力对大学的发展也日渐重要。在文化软实力建设的背景下研究大学和政治的互动关系,具有十分重要的价值和意义。论文从文化的视角研究了大学和政治的关系,即从政治的三个基本层面——政党、政府、政策展开论述,分别研究了政党与大学在对大学功能、高等教育利益和人才培养目标等方面博弈,政府与大学在大学行政权力、大学自治和学术自由等方面的干预和制衡,以及政策与大学在意识形态教育、社会主义核心价值观和大学发展改革等领域中的角力。在上述分析的基础上,进一步分析了政治与大学基于文化层面互动的可能性和必要性,从文化软实力的视角看,大学与政治的终极目的都在于提升我国文化软实力,打造人类精神家园,因此在文化层面上两者是殊途同归的,文化是大学与政治互动的纽带和桥梁。紧接着探究了政治影响大学文化软实力建设的价值取向,主要有“政治中心论”、“政治工具论”、“政治中立论”和“政治契约论”。得出的结论是,为实现大学与政治的良性互动,应坚持“政治契约论”为理论依据。最后,以Z大学为例,针对大学与政治关系的现状开展实地调研,为研究提供现实依据。通过对调查结果的研究分析,提出了促进大学与政治互动的文化路径:政党积极参与,保证大学文化的传承与创新方向;政府牵头,大学融入国家文化软实力建设;政策指引,大学引领和弘扬社会先进文化。论文主要采用了文献法、调查法、理论分析法、比较法等科学研究方法,分析大学与政治的关系,并在此基础上探寻文化软实力视角下大学和政治互动的路径。论文的创新点在于:1.研究内容创新:在对传统的“政治中心论”、“政治工具论”和“政治中立论”进行分析评价的基础上,提出了更适合中国国情的“政治契约论”,并以此作为大学与政治互动的理论依据。2.研究视角的创新:从文化的视角探析了政党、政府和政策等政治要素在大学发展、大学文化软实力价值定位和功能选择,分析了文化成为大学与政治互动的纽带的可能性和可行性,并提出了大学与政府互动的文化路径。更多还原

【Abstract】 Today, the international competition has entered the era of soft power struggle; the national cultural security has become the word’s pressing political appeal, and the cultural soft power is increasingly important for the development of universities. Study on the interaction between politics and universities from a cultural perspective are very valuable.Party, government and policy are the three basic elements of politics, which have close relationship with the university. From the perspective of cultural soft power of universities, an analysis on the relationship between politics and universities is given. In part 1, we respectively studied the game between party and university, the balance between government intervention and university autonomy, the struggle between policy and university in the field of will and idea. Firstly, an analysis on the relationships of political program with the extension of universities’ function, the benefit gambling of the higher education, and the transformation of the talent training‘s target is presented, considering politics and universities as the beneficiaries. Secondly, an analysis on the relationships of government with the administrative power in universities, university autonomy and academic freedom is introduced, seeing government as the behavioral carrier. Finally, a research on how to indicate the national ideology and the social core value, and how to provide the political orientation and institutional guarantee of universities’ reform and development is given, considering policy as the volitional medium of the interaction with universities.Based on the above analysis, we can conclude that universities and politics both share an ultimate purpose: to improve national cultural soft power, and meet people’s cultural needs. So cultural can be a good intermediation between politics and universities. At last, take “politic contact theory” as theoretical basis we discussed some methods on the interaction between universities and politics.The research methods which we mainly adopted in this paper are literature analysis, comparative study, and theory analysis. The innovations of this paper are as following: to start with, we proposed three value orientations for the interaction between university and politics; what’s more, we analysis the function and positioning of party, government and police in the development of university; finally, we research the interaction between politics and universities from the Perspective of soft cultural power of universities.更多还原
