【摘要】 随着时代发展，志愿服务在社会管理中发挥的作用将越来越大。湖北省的志愿者事业历经几十年的摸索，志愿者人数不断增长，服务领域不断拓展，服务水平不断提高。同时，志愿服务事业在发展过程中逐渐暴露出不少问题。例如社会对志愿者事业的认知度不高，志愿者事业的社会化水平不高，志愿服务组织管理僵化，志愿服务人才流失等问题，限制着志愿者事业的进一步发展。在新媒体技术、尤其是移动互联网创新发展的时代，呼唤着志愿服务机制的创新。如何吸引更多人加入到志愿者的行列，怎样更广泛地开展志愿服务，构建湖北跨越式发展的精神高地，这些是本文研究的重点。本文通过问卷调查和访谈方式，对湖北省的志愿者事业发展状况进行全景式的探索，通过分析调查问卷结果，总结湖北省志愿者事业发展的经验，发现其中存在的问题，进而根据湖北志愿服务的优势及特点，提出建设“云志愿”的构想。试图利用新媒体技术手段，寻求推动湖北志愿服务事业进一步发展的有效路径，促进志愿者事业在社会发展过程中发挥更大的作用。文章还详细介绍了“云志愿”的时代背景、具体内涵、技术基础、基本构成、管理方式及保障体系等内容。通过研究一种全新的志愿服务方式，把移动互联网等新兴平台和新媒体技术有效结合并运用到志愿服务组织、志愿服务对象与志愿者三者之中，推动湖北省志愿服务全民化、常态化、规范化。更多还原

【Abstract】 Volunteer service is playing a big role in the social management in modern times.Hubei voluntary affairs after decades’ development, has a growing number of volunteers,expanding service areas, constantly improve the service level.At the same time, volunteering affairs gradually reveals its disadvantages, such aslow social awareness of voluntary affairs, low cause of volunteer social level, ossificationof volunteer service organization management, which limiting the further development ofvoluntary affairs.With the new media technology, especially the mobile Internet developing in the eraof innovation, the innovation of the volunteer service is needed. How to better play to theorganization, coordination and service functions, how to attract more people to join theranks of volunteers, how to extensive volunteer service, to build spiritual heights ofleapfrog development in Hubei province, is the focus in the study of this article.This article will make a panoramic exploration of voluntary affairs development inHubei, by analyzing the questionnaire result, to find the problems, then put forward toconstruct "cloud volunteering" mechanism, trying to promote an effective way to furtherdevelopment of voluntary affairs, making it to play a bigger role in the process of socialdevelopment.The article also introduces the time background of "cloud volunteering" mechanism,specific connotation, the technical basis, basic structure, management and security systemetc. Through the study of volunteer service mode, the mobile Internet and new mediatechnology effectively are combined and applied to the volunteer service organization,service object and volunteers, to promote volunteer service in Hubei universal,normalization and standardization.更多还原
