【摘要】 在教育部大力支持下,近些年来,我国高等教育事业蓬勃发展,各高校及其院系单位的实验设施体系得到了逐步完善,对大型设备的投资也是持续增加,越来越多的大型设备引入到了高校科研工作中,为高校培养创新型人才提供了一个更高的平台。然而,就目前来看,关于大型设备的申购评价体系的构建还没有得到高校管理层的重视,导致大型设备的投入与产出并不成正比,效率低下。本文基于此背景下,以H大学为例进行高校大型设备申购评价模型研究,旨在为高校大型设备的申购评价提供一些建议,降低大型设备的重复购置率,更好的服务于高校科研工作。本文对大型设备申购评价模型的研究主要分为两个阶段,解决两个问题:一是判断申购设备能否达到申购标准,二是如何进行供应商选择。本文首先介绍了论文所依托的现实背景并对国内外高校大型设备综合评价模型及高校大型设备采购项目论证的研究成果分别进行了综述。然后,对高校大型设备多属性评价相关理论做了全面的概述,为申购评价模型的构建以及实证分析奠定了扎实的理论基础。其次,对申购评价模型的指标体系进行了筛选和分析,确定申购项目书的内容,并结合专家打分法与属性约简来判断申购者所填写的申购项目书是否通过也就是申购设备是否达到申购标准。再次,采用二元语义方法确定申购评价模型中设备供应商的语言评价集及权重评价集,且使用二元语义T-O W A集结算子进行综合排序,完成设备供应商的选择。再次,以H大学为例对高校大型设备多申购评价模型进行实证研究,验证模型的合理性。最后,对论文进行了全面的总结和展望。更多还原

【Abstract】 In recent years in the Ministry of education support, to China’s booming development of higher education, colleges and universities and department unit of experimental facilities system has been gradually improving, for large equipment investment is also increasing, more and more large equipment is introduced into the university scientific research work, provides a higher platform for the cultivation of innovative talents. However, at present, to construct the system of evaluation about the purchase of large-scale equipment has not been university management attention, leading to the input and output of large equipment is not proportional, low efficiency. Based on this background, taking H University as an example to study the efficient evaluation model of large equipment purchase, to purchase evaluation for large equipment of colleges and universities to provide some suggestions to improve the large equipment, the rate of return on investment, better service for the scientific research work in Colleges and universities. Research on model based on Evaluation of large equipment purchase is mainly divided into two stages, to solve two problems:one is the purchase of equipment can reach the standard of judging the purchase, the two is how to supplier selection.This paper first introduces the realistic background papers and Research University of relying on the domestic and foreign large-scale equipment comprehensive evaluation model and the large equipment procurement project demonstration are reviewed. Then, the multiple attribute of large equipment in university evaluation theory made a comprehensive overview, lay a solid theoretical foundation to construct and empirical analysis model for purchase evaluation. Secondly, the index system on the evaluation model of the purchase were screened and analyzed, to determine the purchase project book, combined with expert scoring method and attribute reduction to determine the purchase of the fill in the subscription book is whether the project through the purchase of equipment could reach the standard purchase. Thirdly, uses Tuple Linguistic linguistic method to determine the purchase evaluation with linguistic assessment equipment suppliers in the model set and the weights of the evaluation set, comprehensive ranking and Tuple Linguistic of semantic T-OWA operator, complete equipment supplier selection. Again, taking the H University as the empirical research on large equipment purchase cases of university evaluation model, verify the rationality of the model.
