【摘要】 光伏产业是全球性的新兴能源产业,具有巨大的市场发展潜力,和水能、风能一样,太阳能作为一种新能源,具有环境污染低、可循环利用等优点。在水能和风能都已经成为世界能源结构中不可或缺的一部分时,为加快太阳能光伏产业的发展步伐,力求在光伏应用领域占据主导地位,世界各国都在为之努力。我国光伏产品产量从2005年开始不断飙升,而中国国内消费市场发展缓慢,中国对欧美的光伏产品出口量巨大。然而随着次贷危机、欧债危机席卷全球,欧美各国陆续宣布消减开支,政府大幅调低对光伏产品的生产补贴,整个光伏消费市场大面积萎缩,全球光伏产业走向低谷。欧美国家为了保护本国战略性新兴产业、保证国内就业和扩大出口,对中国光伏产品进行“双反”调查,仅欧盟方面,涉案金额超过200亿美元,是中欧双方迄今为止最大的贸易纠纷,也是全球涉案金额最大的贸易争端。基于以上背景,结合河北省光伏企业实际情况,在理论上系统地对反倾销相关概念予以阐述,深入分析欧美对我国光伏产品进行反倾销的现状和原因,与此同时,又对我国现阶段反制欧美反倾销措施的效果进行评价,以期分析找出应对本次反倾销的方法与策略,这对今后避免此类反倾销案件和我省光伏产业可持续发展具有十分重要的理论意义与现实意义。更多还原

【Abstract】 Solar photovoltaic(pv) as a new kind of energy, like hydropower and wind power has the advantages of low environment pollution and recycled. When the hydropower and wind power has become the world’s an integral part of the energy structure, Any countries to speed up the pace of the development of solar photovoltaic industry, and strive to dominate in the field of photovoltaic applications in the world. The output of PV products has been soaring in China since 2005, but China’s domestic consumer market developed slowly, so the products exported to Europe was huge. However, with the global economic slowdown and financial crisis, the European debt crisis swept through Europe and the United States.EU Member States have announced spending cuts, the government substantially lower their subsidies for photovoltaic products.EU PV market has shrunk dramatically, the global PV industry to a trough. In order to protect their own strategic emerging industries, ensuring employment and expand exports, EU Member States and American make "double reverse" survey of Chinese photovoltaic products, only the European Union, the amount of more than $20 billion, which not only is the largest trade disputes, but also is the amount of the world’s biggest trade disputes.Based on the above background, this paper in combination with the practical situation of PV enterprises in Hebei province, elaborates the related concepts of anti-dumping in theory systematically, in-depth analysis of the European and American PV products to our country present situation and reasons of anti-dumping, at the same time, also evaluate the efficacy of the counter European and American anti-dumping measures, and in order to analysis and find the method and strategy of anti-dumping, which to avoid such anti-dumping cases and sustainable development of PV industry of our province in the future has very important theoretical significance and practical significance.更多还原
