【摘要】 据中国互联网信息中心发布的相关报告显示,截至2014年底,我国网民人数达到6.49亿,互联网普及率为47.9%,较上年增加5672万人。与中国网民快速增长相对应的是网络事件日益频发、网络舆论热点急剧上升、社会影响力逐渐增大,极大考验着政府的应急处置能力和公关能力。从目前情况看,县级政府应对网络舆情形势不容乐观,普遍存在认识不足、行动迟缓、措施不力等问题,致使网络舆情危机频发,严重损害了政府的形象和公信力。笔者在南宫市政府办公室工作,不仅参与了本市网络舆情应对工作方案、措施的制订修订,也亲身经历了多起网络事件处置工作,特别是攻读研究生学位后,为更好地将所学理论运用到工作中,也为了进一步改进和提升工作,因此决定以南宫市为例,对其在应对网络舆情中存在的问题和不足进行深入细致研究,并提出相应改进措施和建议。本文首先对网络舆情概念进行了界定,包括定义、传播载体、鲜明特点等,并明确了研究网络舆情的理论支撑。随后以南宫市为例,就其基本市情、应对策略、取得的成效、存在的问题和不足等进行了阐述,分析了问题存在的原因。其中,重点对南宫市采取的措施,比如成立网络舆情应对专职机构、开通网络问政平台、健全完善工作机制等进行了详细介绍。之后,通过分析三个典型案例,找到了值得吸收借鉴的做法和经验,为下一步提出改进对策提供了有益参考。最后,针对南宫市在应对网络舆情中的问题和不足,逐一给出了对策建议,主要是:一要着力提升领导干部涉网综合素质,要树立正确的政绩观,积极主动融入网络,善待善用网络媒体。二要健全完善机制,通过建立健全即时报告、分析研判、分级预报、协调联动、依法处置等机制,为全程做好网络舆情应对提供制度保障。三要组建专业队伍,通过设立新闻发言人,传递政府声音,还原事实真相,消除网络谣言;通过团结培养意见领袖,占领网络舆论高地,引导网民依法合理表达诉求,压缩虚假消息存在空间;通过组建强大的网军,为科学应对突发事件提供人力、智力支持。总之,笔者希望本文能为南宫市改进和提升网络舆情应对工作提供积极参考,并对其他县级政府开展网络舆情应对工作提供有益借鉴。更多还原

【Abstract】 According to the relevant report issued by the China Internet network information center shows,by the of the end of 2014,the number of Internet users in China reached 649 million, Internet penetration rate is 47.9%, an increase of 47% over the previous year.with the rapid growth of Chinese Internet users the network event s are increasingly frequent,the hot spot of network public opinion rises sharply, social influence gradually increased,It is a great test of the government’s emergency response ability and public relations ability.From the current situation, the county government should not be optimistic about the situation of network public opinion response.There are some problems, such as insufficient awareness, slowness of action and ineffective measures,causing frequent network public opinion crisis, It seriously damaged the government’s image and credibility.I work in the office of the municipal government of Nangong,not only participated in the work program、formulation and revision of measures of the network public opinion response,but also personally experienced a number of network incidents disposal,especially after a graduate degree,in order to apply the theory to work,and further improve and enhance the work,I decide to take Nangong city as an example to do some intensive study of the problems and deficiency In the response to the network public opinion,and put forward the corresponding improvement measures and suggestions.First, the concept of network public opinion is defined in this paper, including the definition 、 communicative medium and carrier 、 the distinctive features, etc.,and the theoretical support of studying network public opinion is clear.Then taking Nangong city as an example, the basic situation, coping strategies, results achieved, existing problems and deficiency are described in detail,and the reasons causing such problems are analyzed,which focus on the measures taken in Nangong, such as the establishment of full-time institutions for the network public opinion response, the opening of the network politics platform,and the perfection of the working mechanism, etc.,It has a detailed introduction.After that, through the analysis of three typical cases, the practice and experience worthy of absorption and reference are found,It provides a useful reference of improving countermeasures for the next step.At last, according to the problems and shortages of Nangong city in response to the network public opinion, the countermeasures and suggestions are given. Mainly the following points:First, we should focus on improving the comprehensive quality of the leading cadres involved in network,establishing a correct view of achievements, proactive integration of the network, and making good use of network media,.Second, we should improve and perfect the mechanism, through the establishment of timely report, analysis and assessment 、classified prediction、coordination、disposal mechanism in accordance with the law,to provide system security for network public opinion response.Third,we should build professional team, through the establishment of a spokesman for the press, to transfer the voice of the government,restore the truth, eliminate the network rumors;trough uniting and training opinion leaders, occupying the public opinion highland of network,guiding the Internet users to express their reasonable demands according to the law,compressing the existence space of false message;by forming a powerful army, provide human and intellectual support for the science dealing with the emergencies.In short, I hope this paper can provide positive reference for the improvement of the network public opinion response in Nangong city,and it also provides useful reference for other county governments in carrying out the network public opinion response work.更多还原
