温州安全生产区域化排查系统的研究与分析

【摘要】 近年来,温州安监局等各部门各下属单位认真贯彻国家安监总局关于安全生产的一系列方针政策,完善安全生产中的各项体制与机制,重点落实安全生产监督管理,在某些行业取得了重大成果,各地方生产事故正在逐步下降。但是我国经济仍然处在高速发展的阶段。道路交通、水上交通、航空、铁路及工矿商贸行业的快速发展也使得我国的安全生产面临前所未有的压力。抓好安全生产仍然需要放在很重要的位置。实现高效的安全监管、及时发现和快速处理各种安全隐患、随时掌握管理区域内的安全生产动态客观上对我安监局的监督工作提出了更加严格的要求。本文主要研究温州安全生产区域化排查系统的研究与分析,根据温州安监局的各项业务的调查研究分析。我们对温州安全生产区域化排查系统划分为八个模块,分别是企业基本信息管理模块、企业自报管理模块、区域管理模块、区域巡查管理模块、安监执法管理模块、信息公告模块、基础数据管理模块、系统管理模块。本文将采用结构化的设计方法,首先描述了温州安监局的组织结构进行了描述,然后通过业务流程图分析企业基本信息管理、企业自报管理、区域管理、区域巡查管理、安监执法管理业务、基础数据管理。通过对业务的优化给出了业务再造的流程图。接着使用结构图对八个模块进行具体的小模块划分,并在小模块划分的基础上给出了程序流程图。最后通过数据流图、IPO图对各模块进行了数据的详细分析。安全生产区域化排查系统为安全生产管理提供了信息化的解决方案,通过该平台可以将安全生产事故隐患排查治理信息化。通过该平台的建设我们便可以将其加工成新的信息资源,提供给各层次的监察人员监管各类行业中的安全监管信息。安全生产区域化监管系统的设计应用,能够通过技术手段保障安全生产区域化监管的实施,实现安全生产的层层监管、实时监控,用科技化的手段提升监管质量。更多还原

【Abstract】 In recent years, the subordinate units and departments, such as Wenzhou innings conscientiously implement the State Administration of Work Safety principles and policies concerning the production, improve the production safety of the system and mechanism, focusing on the implementation of safety production supervision and management, and in some sectors achieved significant results, the local production is declining accident. But China’s economy is still in the stage of rapid development. Road transport, water transport, aviation, rail and rapid development of the mining and commercial sectors makes our safe production is facing unprecedented pressure. Still need to do a good job of production safety on a very important position. Efficient security supervision, timely detection and rapid treatment of various security risks, to keep on the safe production of dynamic objective management area of oversight innings I made more stringent requirements at home.This paper studies the research and analysis of production regionalization Wenzhou safety investigation system, analyze the survey and analysis of Wenzhou innings of the business. We Wenzhou safe production regionalization investigation system is divided into eight modules, namely, basic information management module, business management self-reporting module, management module area, the regional inspection management module, safety supervision and law enforcement management module, the information bulletin module, the basic data management module, system management module. Finally, data flow diagrams, IPO diagram of each module detailed analysis of the data.Production safety investigation grid system for the safe production management provides information technology solutions through the platform may be the investigation and management of production safety accidents information. Through the construction of the platform we will be able to be processed into a new information resource, available to all levels of inspectors supervise various industry safety regulatory information.
