【摘要】 住房保障是一项最基本的社会保障。随着住房市场化的不断深入,我国城镇居民的住房条件得到了较大改善,房地产业成为国民经济发展的支柱产业。然而房地产业过度的市场化,导致房价上涨过快、总量失衡、结构失调等问题突显,住房越发成为人们生活中不可承受之重。近年来房地产市场的价格急速上涨,使得中低收入家庭的住房问题日益突出,增加了社会的不安定因素,不利于社会和谐发展。为帮助中低收入家庭解决自身的住房困难,我国政府根据实际需求建立了多角度的住房保障政策体系。但是,目前我国在保障性住房的建设过程中还存在着很多问题。昆明市随着国家住房分配制度改革至今,房地产业得到了快速发展的同时,房地产市场的矛盾与问题也日益凸显,房价高、涨幅快,市场运作不规范、供求矛盾突出等等。因此本文通过相关概念的界定以及理论来分析昆明市住房保障政策所存在的问题,经过对国外的德国、美国、新加坡以及国内的香港、重庆的住房保障政策取得的积极成效进行分析,总结其对昆明市住房保障政策的借鉴意义,以期能够促进昆明市住房保障体系的健康发展。更多还原

【Abstract】 Housing security is one of the most basic social security. As the housing market deepening, China’s urban residents housing conditions have been greatly improved, the real estate industry has become a pillar industry in the national economy development. However, market-oriented industry excessive real estate, leading to rapid price increases, the total imbalance, structural imbalance and other issues highlighted, housing has become unbearable weight in people’s lives. In recent years, the rapid rise in the price of the real estate market, so that the housing problems of low-income families have become increasingly prominent, increasing factors of instability of society, is not conducive to the harmonious development of society. In order to help low-income families resolve their housing difficulties, the Chinese government established housing security policy system according to the actual demand of multi angle. However, at present our country is in the process of construction of housing security issues still exist in many.Kunming city housing reform of the distribution system of the state as so far, the real estate industry has been rapid development at the same time, the problems and contradictions of the real estate market is becoming increasingly prominent, high prices, rose fast, market operation is not standard, the obvious contradiction between supply and demand and so on. Therefore, through the analysis of the definition of related concepts and theories to the existing problems of Kunming city housing guarantee policy, carries on the analysis of positive results after Germany, American, Singapore housing guarantee policy made, summarizes its on the protection of Kunming city housing policy significance, in order to promote the healthy development of Kunming City housing security system更多还原
