县域土地利用生态适宜性评价研究

【摘要】 县域作为未来城镇化发展空间的重点,迫切需要强化县域全域空间统筹,在县域研究上升到全域范围后,按照社会—经济—自然的复合生态系统理论,探索土地利用生态适宜性评价是实现城乡空间合理布局和土地资源集约利用的重要途径,同时也是实现城乡一体化生态保护与建设的前提条件。本文针对县域全域范围内土地利用的复杂性,在复杂系统理论、景观生态学理论、土地区位理论、土地利用弹性理论等相关理论的支撑下,将GIS技术与空间多目标决策法和模糊综合评价法有机结合,构建了基于县域土地利用适宜性评价模型,并以嘉禾县为例,从城乡空间一体化和生态安全格局出发,评价出嘉禾县县域范围内最适宜的城镇建设发展用地、村庄建设用地、生态林业用地、生态农业用地,为嘉禾县城乡一体化规划用地布局提供了科学依据。通过实证研究主要形成了以下的结论:(1)通过生态调查与资料收集,运用GIS技术对嘉禾县行业规划图件数据、经济社会统计数据和现场采集数据进行处理,将影响县域土地利用适宜性研究的各项数据统一入库,建立基于GIS的城乡空间管理数据库平台,解决了县域土地利用适宜性评价海量数据存储、查询以及空间分析等技术难题,大大地提高了工作效率。(2)在评价指标体系建立中,探讨了评价指标的选取,运用GIS技术结合隶属函数转化公式合理地解决了评价体系中定量指标与定性指标之间无量纲化处理,通过优先关系判断矩阵几何平均值计算了评价因子的模糊向量,解决了适宜性评价中数学模型问题。(3)从适宜性评价结果分析,运用多目标决策支持方法,采用模糊评价与GIS空间分析相结合的技术手段进行县域土地利用适宜性评价,能够解决县域全域范围内包括建设用地、农业用地、林业用地等多种用地类型的适宜性分析,消除大部分不确定性,最终为战略决策提供弹性选择,为城乡一体化规划的用地布局及生态环境建设与保护规划提供科学依据。

【Abstract】 The county as the focus of the future urbanization development space, it is urgent need to strengthen land-use planning overall county space. Since county researches rise to global scope, the exploration for ecological suitability evaluation of land use based on the complex ecological system theory of society-economy-nature is not only an important approach to realize rational layout of urban and rural spaces and intensive utilization of land resources, but also a precondition for realizing protection and construction of urban-rural integration.Based on the complexity of land use in the entire county, upon supports from the complex system theory, landscape ecology theory, land utilization elastic theory and other related theories, this paper combines the GIS technology with the space multi-objective decision-making method and the fuzzy comprehensive evaluation method to establish a model based on ecological suitability assessment for land use in the range of county. With Jiahe County as an example, this paper also evaluates the most suitable land for urban construction and development, land for village construction and development,land for ecological forestry and land for ecological agriculture in Jiahe County from the perspectives of integration of urban and rural spaces and ecological security pattern, providing scientific bases for planning of the land layout of urban-rural integration in Jiahe County. The following main conclusions are formed through empirical researches:(1) Through ecological investigation and data collection, the GIS technology is used for processing of industrial planning drawing data, economic and social statistical data and relevant data collected on site. Moreover, various materials affecting suitability evaluation for land resources in Jiahe County are uniformly put into storage, establishing an urban and rural space management database platform based on GIS, solving relevant technical difficulties such as massive data storage, inquiry and spatial analysis correlated to ecological suitability evaluation for land use at the county level, and making remarkable improvement to work efficiency.(2)During the establishment of evaluation index system, a discussion is made on the selection of evaluation indexes. Besides, a rational solution is worked out for the dimensionless method between quantitative indexes and qualitative indexes in the evaluation system by using the GIS technology and combing the membership function transformation formula. The fuzzy vector of evaluation factors is calculated through the geometric mean of the precedence relationship judgment matrix, solving the mathematical model issue in suitability evaluation.(3) Based on the analysis on suitability evaluation results, the multifunctional utilization suitability evaluation is made for land resources at the county level by. using the multi-objective decision support method and combing the fuzzy evaluation with the GIS spatial analysis, which is capable of solving the suitability analysis on construction land, agricultural land, forestry land and various types of land use in the range of the entire county, eliminating most uncertainties, and finally providing elastic selection to strategic decisions as well as scientific basis to the planning for land layout of urban-rural integration and for construction and protection of ecological environment.
