【摘要】 在“安全第一、预防为主、综合治理”的安全方针指导下,我国的安全生产水平有了稳步的提高,企业的安全条件不断改善,安全投入不断增加,主要负责人的履职能力不断增强,生产安全事故起数不断减少,人员死亡总数逐年降低,安全生产状况逐年好转。然而由于我国的安全生产工作起步较晚,安全科技水平较低,人员素质参差不齐,安全意识不强,监管力量薄弱,“我要安全”的安全氛围还未形成,我国每年的生产安全事故总量依然偏大,死亡人员依然众多,而且时常有重特大事故发生,安全生产形势仍然十分严峻。同样,亦庄开发区也面临企业多、生产形势多样、监管力量薄弱的问题。由于对企业的安全管理水平无量化的指标,致使监管没有针对性,造成了人力、物力、财力的巨大浪费,极大地降低了监管效率。解决上述问题需要一个长期、复杂的过程,解决的关键是参照西方发达国家安全生产管理经验,走出原始、粗放、被动的监管格局,创建企业自我管理体制,建立政府分级监管模式。基于上述原因,亦庄开发区安监局引入风险管理思想,提出对工业企业进行分级评定,并根据分级评定的结果进行分级监管。分级监管的前提是构建分级评定模型,对企业进行分级。通过运用文献研究法、经验总结法、德尔菲法和定量分析方法确定了评定模型的架构、评定项目的权重和扣分标准。该模型满分1000分,分为安全生产基础管理、安全生产现场管理、职业健康管理三部分,涉及五个A级评定项目,11个B级评定项目。亦庄开发区安监局委第三方中介机构,依据评定模型,对344家工业企业进行了评定分级,其中A级单位15家,B级单位173家,C级单位136家,D级单位20家。亦庄开发区安监局根据工业企业安全生产等级的不同,综合运用不同的监管措施,如不同级别企业的差异化监管措施、单项得分较低企业的精细化监管措施、升降级动态监管措施等,取得了政府监管效率明显提高、企业安全管理水平显著提升,隐患排查治理力度不断增强、安全投入不断增加、安全监管人员素质明显提升的显著效果,实现了安全监管的差异化、精细化和专业化,初步形成了督导有序、重点突出的安全监管体系。更多还原
