【摘要】 我国正处在城镇化和工业化快速发展的关键时期,基于人多地少的基本国情和工业化发展快于城镇化建设的现实,处理好经济发展与土地可持续利用之间的关系,提高土地利用效率非常重要。金州新区按照国家建设“新型城镇化”的要求,积极探索集约利用土地的新机制,其城镇化建设随大连“全域城市化”的发展而加速,工程建设和产业集聚作为城镇化建设的重要内容受到政府的高度重视。但在开发利用中仍然存在着用地结构不合理、土地利用低效和土地监管力度欠缺等问题,导致人地矛盾突出,使得土地资源集约利用面临较大的压力。本研究以地租理论、报酬递减理论、区位理论和可持续发展理论为依据,运用理论和实践相结合、定性与定量相结合的方法,在阐述城镇化和土地集约利用的基本内涵、相关理论,以及城镇化建设与土地集约利用关系的基础上,介绍了金州新区城镇化建设中土地利用的现实状况,以及作为金州新区重要组成部分的大连经济技术开发区集约利用土地的经验,进而重点分析了金州新区城镇化建设中在土地利用效率、土地利用监管和土地利用评价等方面存在的不利于土地集约利用的问题。最后,提出了提高金州新区土地集约利用水平的对策建议。本研究对于城镇化建设中土地集约利用有效途径的探寻,不仅对提高金州新区的土地集约利用水平具有重要意义,而且可以为其它地区土地集约利用的实践提供参考。更多还原

【Abstract】 China is in a critical period of rapid urbanization and industrialization development. Based on the national conditions that a large population with relatively arable land and industrialization develops faster than the urbanization construction, it is very necessary to improve the efficiency of land using. According to the national policy of "new urbanization", Jinzhou New District explores the new mechanism of intensive utilization of land. The government attaches great importance to industrial agglomeration, which are both the important content of the construction of the urbanization. However, there are still some problems such as inefficient use of land, the unreasonable structure of land, and poor regulation of land. These problems lead to high pressure to intensive utilization of land.This research is based on the rent theory,the theory of diminishing returns, location theory, and sustainable development theory. This study integrated theory with practice, and the quantitative analysis and qualitative research method are used. In the first place, this paper elaborated the connotation and the related theory of intensive utilization of land. Secondly, this paper explained the influence of urbanization construction to intensive utilization of land. On this basis, this paper introduced the practical condition of land utilization in the urbanization process of Jinzhou new district, and the intensive utilization of land experience of Dalian Economic and Technological Development Zone which is an important component of Jinzhou New District now. Then, this paper analyzed emphatically the factors result in the less efficient of land in the urbanization process of Jinzhou New District, which displays in the aspects of efficiency, regulation and assessment with land utilization. Finally,some countermeasures and suggestions were put forward in this paper to improve the efficiency of land use in Jinzhou New District. The valid approaches of intensive land use in the urbanization process we discussed in this paper, which is not only significant to improve the efficiency of land use level of Jinzhou New District, but also will provide a reference for the intensive land use practice in other area.更多还原
