【摘要】 近年来,一些社会事件在互联网的推动下,往往很快成为社会关注点,非常容易引发“群体性事件”。同时,随着智能手机普及率不断提高,虽然给人们的联络沟通带来很大的方便,但也为社会舆论提供了新平台,它所具有的开放性、便捷性、互动性等特点吸引了广大手机网民,使手机网民对社会热点问题的反应速度越来越快,使得网络舆论对社会治安的影响越来越大。截至2014年6月,中国手机网民规模达5.27亿,手机网民规模首次超过PC机网民规模。同时,公安机关作为党委政府对社会舆情导控的主体,尽管在面对社会舆情以及网络舆情时积累了丰富的工作经验,也取得了一定的成效,但是面对手机媒体网络舆情,公安机关没有充分认识到它的发展规律和特点,在对手机媒体网络舆情的导控中缺乏主动性,效果不理想。同时,个人重新以手机媒体用户的方式整合在一起,形成了虚拟的网络社区,也为公安机关开展群众工作提出了新问题,成为新课题。本文运用多种研究方法,主要包括文献资料分析法,在第一部分绪论和第二部分的大连市公安机关手机媒体网络舆情导控工作的现状与成因的相关理论研究中进行了文献收集研究,为本论文的研究奠定了重要的理论基础；对比分析法,本文在第三部分中对美国、加拿大和欧洲国家的手机媒体网络舆情导控的经验进行了概述和分析,寻求其合理性,并结合我国在手机媒体网络舆情处置中的做法进行比较,加以运用,为完善大连市公安机关手机媒体网络舆情导控机制提供参考；理论分析法,本文运用新公共管理、危机管理和治理理论对手机媒体网络舆情进行分析,为设计导控方案寻找理论支持。鉴于目前大连市公安机关在手机媒体网络舆情导控中存在的认识程度不高、信息搜集方式缓慢、处理方式被动和导控工作机制不够完善等现状,本文从研究手机媒体网络舆情传播的特点着手,运用管理学、传播学的理论知识,并充分借鉴国内外先进经验,提出完善大连市公安机关手机媒体网络舆情导控工作的对策,如导控机制建设、合理处置的方法以及网上社区的建设。为大连市的手机媒体网络舆情导控工作作出了有益的探更多还原

【Abstract】 In recent years, driven in some social events in the network, often quickly become the social focus, easy to cause "mass incidents". As of June2014,527million mobile Internet users in China, scale of mobile Internet users than PC users scale for the first time.
