【摘要】 1998年，国务院下发“两改一同价”即农村电网改造、农村电力管理体制改革和城乡用电同网同价政策；2002年，国务院下发《电力体制改革方案》，提出“厂网分开、主辅分离、输配分开、竞价上网”的四大改革任务；2009年，国家电网公司提出智能电网发展计划，哈尔滨地区电网的智能化改造工作开始实施。截止到2014年，县级电业局基本将“两改一同价”贯彻实施，“厂网分开”未能实现，至于智能电网工作，部分地区已经实现。由此，可以分析出电力行业改革的困难重重，但是，近年来，呼声越来越高，2014年3月的“两会”也提出要“加快电力、油气等体制改革。多渠道解决企业办社会负担和历史遗留问题，保障职工合法权益。完善现代企业制度，改革和健全企业经营者激励约束机制”。电力企业改革迫在眉睫。随着电力行业改革的深化，县级供电企业面临的压力巨大，由自然垄断转向市场竞争的形势迫在眉睫，尽快加强企业的综合实力是必然之路。县级供电企业必须考虑到在脱离了管控后，怎么实现自身的市场化，因此，供电企业自身企业管理能力的提高尤为重要。本文以“XX市电业局集控设施改造工程”作为研究的对象，对项目的整体情况进行较为详细的分析，构建了分析体系，作者结合了所学的工程管理相关理论和工作实践，通过工程项目管理中的项目组织协调、合同管理、进度管理、成本管理、质量管理、风险管理、信息管理和环境保护八个方面研究了集控设施改造工程管理的体系。随后，评价分析了已完工的营城子和双桥子工程带来的社会经济效益，并对项目中存在都问题进行了描述，提出了相对应的策略。作者通过对集控设施改造工程的分析，进一步提升县级电力企业的管理能力。目前，多数工程管理的研究都集中在工程管理的某一项的研究，例如，专门研究成本管理的文章，或者以质量管理为主题的文章。本文作者主要是结合自己的实践，通过对整个集控设施改造工程的整体项目管理体系的研究来全面提升管理技能，同时也结合自己的理论体系学习提高实践能力。本文对于后续的集控设施改造工程有较大的实践意义，同时也提供给很多电力工程项目全面管理提供了借鉴意义。更多还原

【Abstract】 In1998,"two change together valence", the transformation of rural power, rural powermanagement system reform and urban price same net electricity policy established by theState Council; in2002, the State Council issued "electricity system reform program", puttingforward "separation of factory and net, separating the main bodies, the separation oftransmission and distribution, bidding", which has been called four major reform task; In2009, China State Grid Corp advanced the development of smart grid plan, work intelligenttransformation of power grid in Harbin started to implement. County power supply enterprise must be taken into account when out ofcontrol, how to realize the marketization, which is particularly important for power supplyenterprises to improve the ability of its enterprise management.The author through the analysis of the transformation of centralized control ofengineering facilities, further improve the county power enterprises management ability. Atpresent, most research has focused on the research of project management, a term projectmanagement for example, devoted to the study of cost management articles, or to qualitymanagement as the theme of the article. The author of this paper is mainly a combination oftheir own practice, through the study of the overall project management system for the wholeset control facilities renovation project to upgrade the management skills, but also with itsown theoretical system to improve the practical ability of learning.
