【摘要】 湘潭九华示范区是长株潭城市群国家资源节约型、环境友好型社会建设综合配套改革实验区的示范区，也是省政府批准设立的台商投资区，这些年发展迅速，已于2011年9月被批准为国家经济技术开发区，区内服务业也有了一定的成果。但相比其他先进园区，九华在发展第三产业上仍存在差距，服务业务发展相对滞后，生活型服务功能还不够完备，生活出行难，各项服务的设施配套功能还需大力加强。2012年7月，湘潭市委、市政府专门召开了全市服务业发展大会，并联合下发了《关于加快全市服务业发展的若干意见》（俗称“新20条”），对服务业聚集区、总部经济、商务楼宇等重点领域，制定了大幅度的税收优惠政策，鼓励发展高端服务业；针对在金融创新、品牌建设、新兴服务业发展等薄弱环节，也明确给予资金补助和政策支持。面对机遇和挑战，如何抢抓机遇，加快服务业发展，使九华示范区成为引领湖南经济发展的重要增长极，成为经济繁荣、社会和谐的产业新区和滨江新城具有重要意义。本文对九华示范区服务业现状进行了分析，通过分析认为九华示范区当前服务业定位不明、常住人口少、工业经济规模不够大，难以孕育大规模的服务业企业等问题。为了进一步解决九华示范区服务业发展的滞后，论文通过对九华示范区进行调查和SWOT分析，在充分掌握第一手材料的基础上，提出九华示范区加速发展具有可操作性的对策和建议，可供政府部门决策提供一些思路。更多还原

【Abstract】 Xiangtan Jiuhua Demonstration Zone is the Urban Agglomeration of nationalresources-saving and demonstration areas and provincial environmental-friendlysociety comprehensive reform experimental zone approved the establishment ofTaiwanese Investment Zone, rapid development, was in September2011wasapproved by the national Economic and Technological Development Zone, the localservice sector has also been some results. But compared to other advanced park,Jiuhua still gaps in the development of the tertiary industry, services, businessdevelopment is lagging behind, life is not complete-based service features live traveldifficult, facilities feature various services need to vigorously strengthen. July2012,Xiangtan municipal government held a special general meeting of the city’s serviceindustry, and jointly issued the "Opinions on Accelerating the development of thecity’s services "(commonly known as the "new20"), the service industry gatheringarea, headquarters in key areas of economic, commercial buildings, etc., developeda substantial tax incentives to encourage the development of high-end services;against financial innovation, brand building, the development of new services, suchas the weak link, but also explicitly give financial subsidies and policy support. Theface of opportunities and challenges, how to seize the opportunity to acceleratedevelopment of service industry, so Jiuhua Demonstration Zone become the leadingeconomic development in Hunan important growth pole, becoming the economicprosperity, social harmony and Riverside Park Industrial District significance.In this paper, the status of services Jiuhua Demonstration Zone were analyzed byanalysis that the current services positioning Jiuhua Demonstration Zone is unknown,the resident population of less industrial economy of scale is not big enough, hard tonurture a large-scale service enterprises and other issues.
