【摘要】 社区社会组织是立足社区,服务居民,满足社区需求,解决社区问题的一种重要的组织形式,社区社会组织的发展不仅能够推动基层社区社会力量的发展,促进基层政府部门的转型升级,而且能够推进社区的自我管理、自我发展和自我满足。然而,我国社区社会组织的发展实践遭遇众多坎坷,相关研究也处于起步阶段,如何通过理论研究推动社区社会组织的切实发展,具有重要的理论和现实意义,其中,关于社区社会组织发展路径的研究,更是有关研究的重要节点。对国内外相关研究的梳理为本文的分析思路奠定了重要的理论基础,从中抽离出了影响社区社会组织发展路径的两大因素,即政府整合能力和社区社会资本,其中,政府整合能力包含整合社区需求的能力、整合支持资源的能力和整合解决机制的能力,社区社会资本包含社区关系网络、社区信任和社区规范；对于这两大因素发展状态的区分与组合构建起了影响社区社会组织发展的不同环境,即“双弱”社区环境、“双强”社区环境、“政强社弱”社区环境和“社强政弱”社区环境；进而分析了我国社区社会组织发展路径差异化的选择与表现,即在“政强社弱”环境中的“政府主导”发展路径,在“社强政弱”环境中的“自我发展”路径,与“双强”环境中的“协同共进”发展路径,以及“双弱”环境中发展路径的不确定性问题。同时,通过对杭州市婺江社区、在水一方社区和梅花碑社区内社区社会组织发展路径的多案例对比分析,得出社区社会组织的发展并不存在也无需追求统一化的路径和模式,根据不同社区环境选择恰当的社区社会组织发展路径更能促进社区社会组织的有效发展,从而塑造出不同的社区特色,形成不同的社区治理模式,共同促进社区和社会的发展。最后,针对调研中的问题反馈与相关理论推理,从全面提升政府整合能力和推动社区社会资本累积双重角度,提出了几点推动社区社会组织发展的具体建议。更多还原

【Abstract】 Community-based social organizations are established based on community, and their main duty is to service residents, meet the demand of the community, and solve the community problems. The development of community-based social organizations not only can drive the improvement of the grassroots force of community social, and facilitate the transformation of grassroots government, but also can promote the self-management, self-development and self-satisfied of the community. However, the development of community-based social organizations in China encounters many ups and downs. Meanwhile, it is a pity that the related investigation is still at the beginning stage. Therefore, it exhibits theoretical and practical significance to promote the development of community-based social organizations via carrying out theoretical investigation. Moreover, the investigation on the development approaches of community-based social organizations is the most important.From the domestic and foreign research, it can be found that the development approaches of community-based social organizations is mainly influenced by two important factors, i.e. the ability of government integration and the capital of community social. The ability of government integration includes the ability to integrate the community need, resource support and mechanism settlement. The capital of community social contains the community relation network, the community trust and the community norms. The difference and combination of these two factors build up the versatile development environment of community-based social organizations, including "double weak" community environment,"double strong" community environment,"government strong weak society" community environment, and "strong society weak government" community environment. Furthermore, the selection and behavior of the different development approaches of the community-based social organizations in China has been detailed discussed, mainly focus on the "government led" development approach in the "government strong weak society" environment,"self-development" approach in the "strong society weak government" environment,"synergy" development approach in "double strong" environment, and uncertainty problem of development approach in "double weak" environment.Meanwhile, via the comparison and analysis of the community cases in Hangzhou, it can be concluded that it is meaningless to pursue the same approach or mode to promote the community-based social organizations. It is more important to establish a suitable development approach against the community environment, thus will facilitate the community development. At last, some concrete suggestions based on the aim to enhance the ability of government integration and improve the capital of community social have been proposed to improve the community development.更多还原
